The Enforcement Officer, the Town Engineer,
and other duly authorized employees of the Town bearing proper credentials
and identification shall be permitted to enter on all properties at
all reasonable hours for the purpose of inspection, observation, measurement
sampling and testing, in accordance with the provisions of this chapter.
