Pursuant to New York State Real Property Tax
Law § 485-b, the Town of Cicero hereby establishes a board
to be known as the "Industrial and Commercial Incentive Board" (referred
to as the "ICIB").
The ICIB shall have the powers and duties prescribed
by § 485-b of the Real Property Tax Law of the State of
New York and shall present a plan to the Town Board concerning the
various types of business real property which should be granted eligibility
for exemption pursuant to the provisions of § 485-b.
A. Such plan shall make recommendations concerning the
applicability of the exemption to specific sectors and subsectors,
as defined in the North American Industry Classification System published
by the United States Government.

provisions of § 485-b. In no event shall the exemption exceed
the maximum exemption granted by § 485-b.
C. Such plan shall identify specific geographic areas
within which such exemptions shall be offered.

planning objectives of the Town of Cicero, the necessity of the exemption
to the attraction or retention of businesses, the creation or retention
of permanent private sector jobs, the need to allow the exemption
to provide employment opportunities and broaden the tax base and other
factors which the ICIB deems relevant.
E. The ICIB may make recommendations to the Town Board
with respect to actions which the ICIB deems desirable to improve
the economic climate of the Town of Cicero.
F. The 1CIB shall establish its own procedural rules
and regulations. A majority of the members of the board shall constitute
a quorum.
G. The ICIB shall serve in an advisory capacity only
and shall have only those duties and responsibilities as are consistent
with § 485-b.
The ICIB shall submit an annual report to the
Town Board not later than the first day of October of each year, concerning
the activities and work of the ICIB, and from time to time shall submit
such reports and recommendations as requested by the Town Board.
The members of the ICIB shall receive no compensation
for their services as members thereof for the year in which this article
is enacted. In the years following the adoption of this article, the
members of the ICIB shall receive compensation in an amount set by
the Town Board if the Town Board chooses to so compensate the members.
At any time members may be reimbursed for reasonable and necessary
expenses incurred in the performance of their duties within the appropriations
made available therefor.
