As used in this article, the following terms
shall have the meanings indicated:
A privately owned area designed or intended to park 10 or
more automobiles in connection with the operation of one or more retail
stores, offices, places of business, places of amusement or shopping
centers.
A.Â
No person shall park a vehicle upon any semipublic
parking lot in the City of Vineland between the hours of 9:00 p.m.
and 8:00 a.m. nor on Sundays.
B.Â
However, the following persons shall be permitted
to park a vehicle during said hours: patrons and customers of any
business, store or place of amusement which is open for business during
the aforementioned hours while said person or a passenger in said
vehicle is in said place of business, store, office or place of amusement
or going to or from said vehicle for said purpose.
C.Â
Owners and employees of any business, store, office
or place of business or amusement served by said semipublic parking
lot may park their motor vehicles in said semipublic parking lot at
any time, irrespective of the aforementioned hours.
D.Â
Identification cards shall be available from the Police
Department of the City of Vineland upon request for use by persons
who are permitted to park their vehicles during the aforesaid hours,
as set forth above.
E.Â
It is the purpose of these parking regulations to
prevent the use of any semipublic parking lot by unauthorized persons
during the aforementioned hours, and interpretation of this section
shall be guided accordingly.
No person shall park a vehicle at any time anywhere
in any semipublic parking lot except in a designated parking place,
which places shall be designated by appropriate markings. Appropriate
warning signs shall be posted in each semipublic parking lot of the
City of Vineland giving sufficient notice of this regulation to the
public. Said signs shall be erected by the owner of each semipublic
parking lot upon request by the Director of Public Safety.
