The Board of Water Commissioners of the Village of Lowville is hereby
authorized, empowered and directed to audit and order paid all bills and accounts
incurred by such Board and which are payable out of the funds within the jurisdiction
of such Board; but no bill or account against such Board for property purchased,
material furnished, services rendered or disbursements, shall be audited or
paid, nor shall action be brought thereon unless such bill or account shall
be made out in items and properly dated with an affidavit attached thereto
by the person, or one of the persons, or an officer of the corporation presenting
or claiming the same, that the item of such bill or account are correct, that
the services and disbursements charged therein have been in fact rendered
or paid or satisfied. Such Board of Water Commissioners shall enter upon its
minutes the amount allowed, and the fund from which each amount allowed shall
be paid. No action shall be brought upon any such bill or account within 30
days from the time the same was presented to such Board.
