The office of the Tax Assessor for the City of Vineland is hereby established as of July 1, 1959. The Board of Assessors was abolished on June 30, 1959.
The Tax Assessor shall be appointed by the Mayor with the advice and consent of City Council.
The term of the Tax Assessor shall be four years, commencing on the first day of July following appointment. The Tax Assessor shall serve on a full-time basis. Any appointment to fill the vacancy in this office shall be for the unexpired term only.
The Tax Assessor shall perform all the duties required by law regarding the making of valuations and assessments of property for municipal taxation and shall:
A. 
Supervise and direct the appraising and assessing of land, buildings and personal property in the City of Vineland.
B. 
Supervise the preparation of tax lists, tax and assessment apportionments and sales of public property.
C. 
Make reports and keep such other records as are needed and necessary.
D. 
Hear and dispose of complaints concerning assessments.
E. 
Make reports to City Council at such times as may be required concerning the office of the Tax Assessor and its work.
F. 
Create and supervise an efficient administrative organization for the Tax Assessor's office and assign any subordinate employee of the Tax Assessor's office to any work not inconsistent with New Jersey Department of Personnel regulations or the position held by said employee.
G. 
Perform such other duties as required by State of New Jersey law and applicable City of Vineland ordinances.
H. 
Supervise various clerical functions in the office, give suitable assignments and instructions to subordinate employees and field investigators, supervise their work and make proper assessments of real and personal property.

The qualifications of the Tax Assessor shall be:
A. 
The attainment of a valid tax assessor certificate as required by law.
B. 
Formal and other education and training showing attainment of the level represented by graduation from high school, supplemented by the completion of a course or courses in the appraising of real estate and assessment principles and practices.
C. 
At least three years of experience in real and personal property assessments and appraisals, one or more of which shall have been on the local level.
D. 
A thorough knowledge of accepted procedures used in assessing real and personal property, of the laws, rules, regulations, practices and policies relating to tax assessments, of the forms required for tax purposes and of supervising the establishment and maintenance of needed records and files and the ability to develop a suitable work program and to apply existing laws, rules and regulations to the tax-assessing work.

A. 
The position of Deputy Tax Assessor for the City of Vineland is hereby established.
B. 
The Deputy Tax Assessor shall have all the powers and perform all the duties of the Tax Assessor when the Tax Assessor is unavailable.
C. 
The Deputy Tax Assessor shall be appointed by the Mayor with the advice and consent of City Council and shall hold office coextensive with the term of office of the Mayor.
D. 
An individual must hold a certified tax assessor's certificate from the State of New Jersey to be eligible for the position of Deputy Tax Assessor. Such other qualifications shall be determined by the City of Vineland.
E. 
City Council may, by resolution, make provisions for the appointment and fixing of compensation of such assistant or assistants to the Tax Assessor, whose duties shall be to perform such work and such duties as may be assigned to them by the Tax Assessor not inconsistent with their position or State of New Jersey regulations. Said resolution shall provide that any such assistant shall be appointed by the Mayor, with the advice and consent of City Council.
