As used in this chapter, the following terms
shall have the meanings indicated:
PERSON, FIRM or CORPORATION
Any individual, partnership, firm, association, company,
corporation, syndicate or other group or groups or organizations or
unorganized individuals.
Wherever in the City of Vineland, County of
Cumberland and State of New Jersey, freight cars or other carriers
containing coal, sand, gravel, grain and other substances which, by
their nature, contain dust and other noxious substances are unloaded
or loaded by means of blowers, conveyors or any other type of mechanical
device within a distance of 200 yards from the nearest dwelling, farm,
place of business or public building, said blowers, conveyors and
other mechanical devices and trucks shall be so equipped by proper
covering or other devices as to prevent the spread of dust or other
noxious substances from said operation. The spreading of such dust
or other noxious substances is declared to be a public nuisance.
The motors of said blowers, conveyors and other
mechanical devices used in such loading and unloading operation shall
be equipped with mufflers so as to reduce the noise emanating therefrom.
The emanating of loud and unusual noises from such loading and unloading
operations is declared to be a public nuisance.
It shall be unlawful for any person, firm or
corporation to permit or cause the emission of any dust, gas or other
noxious substances from a manufacturing business or from any source
whatever in such place or manner as to be detrimental to any person
or to the public or to endanger the health, comfort and safety of
any such person or of the public or in such manner as to cause injury
or damage to property or business. The emission of such dust, gas
or other noxious substances is declared to be a public nuisance.

Any person, firm or corporation violating any provisions of this chapter, upon conviction thereof, shall be punishable as provided in Chapter
1, General Provisions, Article
II, General Penalty.
