Promotions shall be based on merits ascertained by examinations to be
prescribed by the Commission. All questions relative to promotions shall be
practical in character and such as will fairly test the merit and fitness
of persons seeking promotion. All changes from a lower to a higher position
or rank shall be considered as promotions, but lateral moves to an equivalent
position shall not be considered a promotion. Borough Council shall have the
power to determine in each instance whether an increase in salary shall constitute
a promotion. Unless otherwise determined by the Borough:
A. No increase in salary without change to higher position
or rank shall constitute a promotion.
B. Any change to a position or rank carrying an increase
in salary shall constitute a promotion. All promotions shall be made only
in accordance with these rules and regulations.
The lines of promotion shall be as indicated below:
Promotions to positions shall be based upon knowledge of local geography,
Borough ordinances and municipal administrative organizations; the Motor Vehicle
Code and other statutes and regulations having general and frequent application
in the Borough; criminal law and investigation; familiarity with police duties,
liabilities, responsibilities and procedures; and upon the ability to exercise
judgment and discretion in situations involving the exercise of police power,
as well as comply with all requirements as stipulated in all Police Department
orders, duties and responsibilities and policies and procedures. Promotion
will require approval of the Chief of Police, in a form known as a "Chief's
Certification," which is based upon satisfactory attainment of the above.

Promotions to positions or ranks above that of Class 1 Patrolman may
be extended either to members of the Aldan Police Department or to additional
candidates who fulfill the experience requirements and qualify based upon
competitive examination.

B. For all other promotions or for such promotions requiring
special scientific, professional, technical, clerical, electronic or mechanical
skills, the Commission shall specify qualifications for positions.
All promotional appointments to the police force shall be for a probationary period of one year, but during the probationary period, an appointee may be dismissed only for a cause specified in §
6-60 of these rules and regulations. If, at the close of the probationary period, the conduct or fitness of the probationer has not been satisfactory to Borough Council for any reason, the probationer shall be notified in writing by the Borough Secretary that he will not receive a permanent appointment, and, thereupon, his appointment shall cease. Otherwise, his retention shall constitute a permanent appointment.
