A. The following rules and regulations shall be in force
at all parks in the Village of Shortsville:
(1) Village parks shall be open during the following hours:
6:00 a.m. to 10:00 p.m. The Village Board may, by express authorization,
extend said hours.
(2) Reservations for the use of the concession stand,
ball field and picnic areas must be made in writing to the Recreation
Committee at least three weeks in advance of the requested reservation
date. The Committee will confirm or deny reservations in writing.
(3) The key for the concession stand must be obtained
at the convenience of the Village Clerk/Treasurer.
(4) Any damage must be reported to the Board of Trustees,
and those persons or groups of persons responsible for the damage
shall be liable for the replacement and/or repair cost of damaged
facilities.
(5) Arrangements must be made in advance for personnel
necessary for a particular activity, such as, but not limited to,
fire apparatus, ambulance, emergency medical service personnel and
police.
(6) The Village Board or Village Clerk/Treasurer may condition
use of any Village parks or facilities upon compliance with Local
Law No. 7-1977, pertaining to consumption and/or dispensing of beer
or other alcoholic beverages. Such use may also be conditioned upon attendance at a
particular gathering by a police officer approved by the Village Board,
and any fee for such police personnel must be borne by the applicant.
(7) Individuals or groups permitted to use the park are
responsible for all cleanup at the end of each day. All trash and
litter must be collected and disposed of in the proper manner.
(8) No motorcycles, snowmobiles, minibikes, cars, trucks
or any other motor vehicles, vehicles, conveyances or devices of similar
character may be operated on grassy areas and/or closed areas of Village
parks unless specifically authorized by the Village Board or the Village
Clerk/Treasurer. Parking shall be permitted designated areas only.

(9) Animals in Village parks are subject to existing ordinances
and/or local laws of the Village. All dogs must at all times be subject
to the control of the owner.
(10) Basketball courts, tennis courts and other sports
facilities are limited to availability and shall not be used for more
than one continuous hour if other persons are waiting. Common courtesy
is expected.
(11) Provided that the time limits specified in Subsection
A(10) are not being abused, persons waiting to use sports facilities at Village parks shall be courteous, shall wait their turn and shall not obstruct or interfere with the free use of such facilities by others.
(12) The Village Board and Village Clerk/Treasurer reserve
the right to authorize use of Village parks for tournaments sponsored
by Village teams only. Should any team seeking to sponsor a tournament
not, in the opinion of the Village Board, be comprised predominantly
of Shortsville Village residents, the reservation to use the park
for such tournament may be denied.
(13) Persons utilizing Village parks or facilities located
in the Village parks shall obtain and maintain adequate and appropriate
liability insurance for all purposes.
(14) Within the area of Village parks, and within or upon
adjoining roadways, it shall be unlawful for any person to have, possess,
carry or consume any beverage or foodstuff in or from a container
made in whole or in part of glass material. For purposes of this subsection,
any such glass container within any vehicle shall be deemed to be
in the possession of any person within said vehicle.

(15) No alcoholic beverages will be permitted in Village
parks.

(16) No motorcycles, snowmobiles, minibikes or other motor
vehicles and no bicycles, skateboards or in-line skates shall be operated
on basketball courts, tennis courts and other sports facilities or
any pavilion not specifically designated for such use.

(17) Overnight camping is prohibited.

(18) There shall be no parking in Village parks between
the hours of 10:00 p.m. and 6:00 a.m.

(19) Swimming is prohibited in the Canandaigua Outlet.

(20) No peddling, selling or hawking is allowed without
prior authorization by the Village Board.

(21) No person shall injure, deface, disturb or befoul
any part of any Village park or any building, sign, equipment or other
property therein or remove, injure or destroy any tree, flower, shrub,
rock or other mineral found therein.

(22) No person shall interfere with any lamp, lamppost
or electric light apparatus or extinguish the light therein except
upon proper authority.

(23) No person shall set fire or assist another to set
fire to any timber, trees, shrubs, grass, leaves, growth or any other
combustible material or suffer any fire upon other land to extend
into any part of the park.

(24) No person shall bring into, leave behind or dump any
material of any kind in the park except for that material associated
with an approved function and when properly placed inside Village-owned
dumpsters.

(25) No person shall, either within or outside of the park,
discharge into, throw, cast, lay, drop or leave in any brook, stream,
storm sewer or drainage facility any substance, matter or thing, either
liquid or solid, which may or shall result in the pollution of any
water body or drainage facility within the park, interfere with the
conservation of the natural resources of said park or endanger the
health of visitors in said park.

B. Park rules may be revised by the Village Board by
resolution rather than by local law.

The Village of Shortsville and the Recreation
Committee will not be responsible for any personal injury or personal
property damage at the park.
The Village Board or the Recreation Committee
may be contacted in the event of questions.
Any person committing offenses against any provision of this chapter shall, upon conviction thereof, be punishable as provided in Chapter
1, General Provisions, Article
II, General Penalty, of the Code of the Village of Shortsville.
