A. 
When any vehicle is parked or abandoned on any highway or in a Village parking lot within the Village during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway or Village parking lot upon which said vehicle is parked or abandoned, said vehicle may be removed by the Village and/or its agents.
B. 
When a vehicle is found unattended on any highway or in a Village parking lot within this Village where said vehicle constitutes an obstruction to traffic and/or maintenance of said highway or parking lot, said vehicle may be removed by the Village and/or its agents.
C. 
When a vehicle is parked or abandoned on any highway or Village parking lot within this Village where stopping, standing or parking is prohibited, said vehicle may be removed by the Village and/or its agents.
After removal of any vehicle as provided in this article, the Village and/or its agent may store such vehicle in a suitable place at the expense of the owner. Such owner, or person in charge of the vehicle, may redeem the same upon payment of a fine, if any, to the Village Court for any summons issued for a parking violation and payment to the Village and/or its agent of the amount of all expenses actually and necessarily incurred in effecting such removal and storage of such vehicle. There shall also be an additional administrative fee of as established by the Board of Trustees paid to the Village Clerk/Treasurer of the Village of Shortsville.
The Village and/or its agents shall without delay report the removal and the disposition of any vehicle removed as provided in this article to the Ontario County Sheriff's office and the Village Clerk/Treasurer's office, and it shall be the duty of the Village Police Department and/or the Village Clerk/Treasurer's office to ascertain to the extent possible the owner of the vehicle or person having the same in charge and notify him or her of the removal and disposition of such vehicle and of the amount which will be required to redeem the same.
