The Borough of Youngwood declares the existence of dangerous, debilitated, hazardous and unsafe buildings, structures and other properties, including the unauthorized accumulation of garbage, rubbish, refuse and debris, wherever the same may be situate in the Borough of Youngwood, as constituting a nuisance and as being hazardous to the health, safety, welfare and protection of the residents of the borough and the general public at large.
No person owning or occupying any property, building, dwelling or other structure in the Borough of Youngwood, which is utilized for residential, business, commercial, industrial or any other purpose, shall permit or allow the same to exist in a dangerous, debilitated, hazardous or unsafe condition or shall allow the unauthorized accumulation of garbage, rubbish, refuse and debris.
A. 
Whenever it shall be reported to or determined by the Code Enforcement Officer that any property, building, dwelling or other structure, then existing or in the process of construction, or any portion thereof, whether occupied or vacant, including appurtenances and accessories, and also including the land surrounding any such structures or appurtenances, and also including the unauthorized accumulation of garbage, rubbish, refuse and debris, constitutes a dangerous, debilitated, hazardous or unsafe condition, said officer, agent or employee shall immediately cause an investigation as may be necessary under the circumstances.
B. 
Within 10 days after such investigation and examination has been concluded, the Code Enforcement Officer shall direct a notice, in writing, to the owner and/or occupant thereof, requiring said owner and occupant to commence the repair, correction or removal of such condition which causes the structure and premises to be dangerous, hazardous and unsafe.
C. 
The Code Enforcement Officer shall have the authority to require the repair, correction or removal of such offending condition within a minimum of 10 days or a maximum of 90 days, depending upon the circumstances then and there existing. In any situation where the notice requires the repair of any structure or the eradication of any offending condition, the owner thereof shall have the option to remove such structure instead of making the repairs thereto, within the time limit set forth.
If the owner or occupant of any dangerous or unsafe structure or appurtenance to whom or to which a notice to repair, correct or remove was sent under the provisions of this chapter, fails to complete such repair, correction or removal within the time prescribed in such notice, said party shall be guilty of a violation of this chapter and shall be subject to the fines, actions and other remedies set forth herein.
