Municipally owned lands and buildings may be used by the public
only during the hours posted at those locations and for the permitted
activities.
The regulations governing the hours and use of the Township
lands and buildings shall be duly promulgated by the Township Committee
in the following manner:
A. Upon adoption by a majority vote of the full membership of the Township
Committee, the regulations shall be filed with the Township Clerk
and posted on the public bulletin board in the Municipal Building
for not less than 10 days.
B. Said regulations shall be printed in the Township's official
newspaper at least once not less than 10 days before they are to enter
into effect.
C. Copies of the regulations shall be available to the public at the
Municipal Building during regular business hours.
D. The hours of operation and the uses permitted shall be posted in accordance with §
246-1 above along with a notice as to how persons may obtain copy of the regulations.
E. Any amendment to the regulations shall be made in the same manner
as the regulations themselves.
The following speed limit is hereby established for all vehicles
within all open space and recreational areas of the Township: 15 miles
per hour.

Any person or group who violates or neglects to comply with
any provision of this article or any regulation promulgated hereunder
except as otherwise specified shall, upon conviction thereof, be punishable
by a fine not to exceed $1,000 and/or by imprisonment for up to 90
days, and/or by a period of community service not exceeding 90 days,
in the discretion of the court. Each and every day that such a violation
continues shall be considered a separate and specific violation of
this article.

This article permits the use of the paved parking lot at Dilts
Farm Park under the conditions specified below by residents for safe
recreational roller-skating, in-line roller-blading, roller hockey
and skateboarding, hereafter "roller-skating activities."
The Recreation Committee designed the paved parking lot at Dilts
Farm Park to permit the facility to serve either as a parking area
or as a recreation area for roller-skating activities. The Commission
selected a permeable paving medium of appropriate texture to provide
adequate traction for skating. The design provides an obstruction
free, smooth-surfaced space of a satisfactory size to accommodate
roller-blade hockey.
The Township intends the paved lot primarily for parking by
visitors to Dilts Farm Park; however, at some times, parking demands
easily may be met without use of the lot. An authorized person shall
close the gate at the entrance to the facility blocking vehicular
access when it is not required for parking. Residents, wearing appropriate
protective equipment, may skate in the lot when it is empty and the
gate is closed.
Persons wishing to engage in roller-skating activities shall
be responsible for wearing suitable protective equipment to prevent
injury. As a minimum, without exclusion, they shall wear protective
elbow and knee pads and acceptable protective headgear. The headgear
must be a properly fitted and fastened helmet that meets or exceeds
the standard of the American National Standards Institute (ANSI Z90.4
Bicycle Helmet Standard). Those wishing to participate in roller-blade
hockey, in addition, shall wear protective gloves and, in the case
of a goalie, protective leg pads, chest protector and cup. A goalie's
helmet shall be equipped with a face shield.
Signs stating that protective equipment shall be worn and designating
the minimum protective equipment to be used at the facility shall
be posted at the entrance to the facility. Signs shall also state
that roller-skating activities can only occur when the gate is closed.
Persons under the age of 13 years shall not use the facility
unless supervised by an adult.
A person who violates the protective equipment section of this
article first shall be warned of the violation by the enforcing official
as designated by the Township Committee and, when said person is a
minor, the parent or legal guardian of that person shall be notified
of the violation. Subsequent offenses shall result in the loss of
privilege to use the facility.
