The Chief of Police or any member of the Police Department designated by him, in lieu of storing an abandoned an impounded motor vehicle on Township property, is hereby authorized to arrange for the removal and storage of such vehicle by an independent operator engaged in such practice.
The fees to be paid to an outside contractor by the Township for such storage of removed motor vehicles shall not exceed the following:
A. 
A limit of $3 per day for the first 30 days of storage per vehicle;
B. 
A limit of $2 per day for the 31st day of storage and any day thereafter; and
C. 
A limit of $400 per vehicle stored regardless of the duration of the storage; unless a waiver has been granted by the Division of Local Government Services in the New Jersey Department of Community Affairs.
An operator engaged in the removal of motor vehicles, or any employee, officer or agent thereof, who engages in a pattern or practice of knowingly violating the fee limits established in this chapter may be liable to a civil penalty of not less than $25 or more than $50 for each motor vehicle stored with the operator.
