The officers and agents of Delaware Township and the Delaware Township Municipal Utilities Authority shall have access at reasonable hours to all premises served by the authority, to inspect the collection system and to see that the requirements regarding the use of the customer's sewer connection are being observed. Additionally, any owner of property which discharges industrial waste into the sanitary sewage system shall, at the owner's expense, provide suitable facilities to enable samples of such wastes to be collected for analysis and further permit authorized representatives of the Township and the authority to collect such samples from users within the area served by the authority.
Under no circumstances shall any of the following be discharged into sanitary sewers, directly or indirectly:
A. 
Stream, storm, roof, surface, subsurface or other water.
B. 
Any toxic substances, such as gasoline, benzine, naphtha, fuel oil or other inflammable or explosive liquid, solid or gas.
C. 
Any liquid having a temperature higher than 150° F.
D. 
Any liquid containing more than 100 ppm of fat, oil or grease, or matter containing any ashes, cinders, sand, mud, straw, shavings, metal, glass, rags, feathers, tar, plastics, wood, paunch manure.
E. 
Any solid or viscous substance capable of causing obstructions or other interference with the proper operation of the sewage treatment plant.
F. 
Any liquid having a pH as determined by the Township engineer or the authority engineer lower than 6.0 or higher than 9.0, or having any other corrosive property capable of causing damage or hazard to structures, equipment or personnel, or material which would be harmful to the treatment of sewage.
G. 
Ground garbage, except the residue from the preparation, cooking and dispensing of food that has been shredded to such degree that all particles will be carried freely in suspension under flow conditions normally prevailing in public sewers, with no particle greater than 1/2 inch in any dimension.
H. 
Water produced from any air conditioner or air-cooling process, device or machine.
I. 
Any owner or occupant of real property, having connection to the sanitary sewer system of the Township by virtue of which stream, storm, roof, surface or subsurface water is discharged into the sanitary sewer system of the Township, or any owner or occupant of any real property having connection to the sanitary sewer system of the Township by virtue of which water produced from any air conditioner or air-cooling process, device or machine is discharged into the sanitary sewerage system, shall remove such connection or take necessary corrective action to prevent the discharge as aforesaid, within 30 days from the effective date of this article.
Any person, partnership, corporation, owner or occupant of real property, or other user violating this article shall, upon conviction, be subject to fines not exceeding $1,000 for each violation. Each day's violation shall constitute a separate violation. Additionally, any such party shall be required to reimburse the authority for any and all costs incurred by the authority which are directly related to the correcting of such violation and shall further be liable for any damages to authority property or equipment caused by or resulting from said violation or violations.
