No person who owns or is in charge of any chickens, geese, ducks,
turkeys, or other fowl shall permit the same to run at large upon
a public place, unenclosed lands or the premises of another.
Except as provided in §
3-509.7 of this chapter, no person shall be permitted to own, harbor or maintain more than five animals, regardless of species, within the City limits in one residence or building. This requirement shall be in addition to §
3-505.6. In no event shall the maximum number of animals upon any residence or household within the City limits exceed 10 animals. This section shall not affect any person or resident whose number of animals other than dogs or cats exceeds the limit of five prior to the effective date of this section, except that upon elimination of said animals by adoption, death or any permanent removal from that residence or building, the limit of five may not be exceeded. This section shall not affect any person or residence that has been granted an exemption permit by the Animal Control Section. This permit shall be granted at the sole discretion of the Animal Control Section to those persons or residences that provide temporary foster care and do placement work. There shall be no fee for the exemption permit. However, at no time shall the number of animals, including dogs and cats or combination thereof, exceed 10 being owned, harbored or maintained in the residence or building granted an exemption permit.

No person shall ride or drive any animal-drawn conveyance on
any street or sidewalk within the City, except as the Chief of Police
or Director of Parks, Recreation and Enrichment may permit, and except
that the Director of the Department of Parks, Recreation and Enrichment
may authorize horse-drawn carriages on designated streets in the City
at designated times.
No person shall be permitted to own, harbor or maintain a wolf
or wolf hybrid or nondomestic cat or nondomestic cat hybrid within
City limits. This section shall not affect any such animal owned by
a person living within the City limits prior to the effective date
of this chapter.
