This chapter shall apply to all new and existing nonresidential sites that have a parking area for vehicles, including but not limited to shopping centers, office buildings, warehouses, storage buildings, convalescent homes, schools and public buildings, pursuant to Chapter 838 of the Laws of 1977 of the State of New York, as amended.[1]

After establishment of specially marked parking spaces for handicapped persons, no person shall park a motor vehicle in such space unless a handicapped person is either a passenger, driver or occupant of the vehicle and the vehicle contains a designation permit issued by the Commissioner of Motor Vehicles pursuant to § 1203-a of the Vehicle and Traffic Law, which shall be displayed as required by the above statute.
A. 
Each space designated for handicapped parking shall be not less than 15 feet wide, unless the same would create a nonconforming condition, in which event the existing parking stall width shall be applicable.
B. 
Parking spaces for handicapped persons shall be located as close as possible to elevators, ramps, walk-ups and entrances and shall be so located that the handicapped person is not compelled to wheel or walk behind parked vehicles to reach entrances, ramps, walk-ups and elevators.
C. 
Each space shall be designated by signs with white lettering against a blue background and bearing the wording "Handicapped Parking; State Permit Required." Such signs shall be erected, installed and maintained by and at the expense of the owners, operators, lessees or tenants of said site. If a sign and markings called for hereinunder are not installed within 30 days after written request by the Incorporated Village of Greenwood Lake, the Village may proceed to install the same and impose the cost thereof upon the owner of the site.
A. 
Unless otherwise specified, it is a traffic infraction for any person to violate any of the provisions of this chapter or of any local law, ordinance, order or rule or regulations adopted pursuant to this chapter.
B. 
Every person convicted of a traffic infraction for a violation of any provision of this chapter shall be punished by a fine of not more than $250 for each violation or by imprisonment of up to 15 days, or by both such fine and imprisonment.[1]

C. 
Every person convicted of a traffic infraction for a violation of any of the provisions of this chapter which involves or resulted in the removal of a vehicle shall pay to the Police Department, in addition to any penalty or fine for the violation, the cost and expenses of towing and storage as provided in Chapter 109, Vehicles and Traffic, Article IV, Removal and Storage of Vehicles, of the Village Code.
The following areas are hereby declared to be of sufficient importance to be deemed mandatory handicapped parking areas, and the owners of the subject premises shall cause the appropriate signage to be constructed thereon in conformance with § 74-3C:
