It is hereby declared the policy of the Village of Greenwood Lake to preserve and maintain public peace and good order and to preserve and maintain the health, safety and welfare of the residents of Greenwood Lake, and in so doing it is necessary to establish regulations governing peddlers, solicitors, transient merchants, garage sales, auctions, yard sales, flea markets, carnivals, circuses and temporary public amusements within the Village of Greenwood Lake.
As used in this chapter, the following terms shall have the meanings indicated:
AUCTION SALE
The maintenance, use or operation of premises within the Village or the pursuit, exercise or carrying on within the Village of a public auction market or mart or the auctioneering, vending, peddling, hawking or the crying of goods, wares, merchandise or other commodities thereat without a license as hereinafter provided is prohibited.

FLEA MARKET
Any sale of merchandise, goods, wares, food, beverages, crafts from a vehicle of any kind, booth, table or box, located on a space on any private property, which space is used for a temporary time for said sale, whether said space is rented or donated for the duration of said sale. Sidewalk sales shall be considered, for the purpose of this chapter, under the term "flea market."
GARAGE SALE or YARD SALE
Used merchandise, wares, goods, furniture or appliances for sale on the private property of a noncommercial person, said merchandise to be the property of the person conducting said sale, originally intended for the use of said person and, generally, to be for sale as a result of house cleaning, spring cleaning and/or moving or relocating from a house or residence.
MUNICIPAL EMPLOYEE
Any employee of the Village of Greenwood Lake, whether employed on a temporary or permanent basis.
PEDDLER
Any person, agent, consignee, owner or employee, traveling by foot or using any type of wagon, cart, vehicle or conveyance whatsoever, whether traveling from place to place or remaining in the same location, who offers or exposes for sale any goods, wares or food of any kind whatsoever, or who makes sales and delivers articles to purchasers, or who solicits orders and, as a separate transaction, makes deliveries to purchasers. The term "peddler" shall include "hawker" or "huckster."
PERSON
Any individual or individuals, firm, partnership, corporation, association or organization of any kind.
SOLICITOR or CANVASSER
Any person, whether as owner, agent, consignor or employee, traveling by foot or by any type of wagon, cart, vehicle or conveyance whatsoever from place to place, house to house or street to street who takes or attempts to take orders for future delivery for goods, magazines, wares, merchandise, personal property of any kind whatsoever or for services to be performed or furnished at a future date, whether or not advance payment is collected. Such definition shall include any person who temporarily hires, leases, uses or occupies any premises or part thereof for the sole purpose of exhibiting samples and/or taking orders for future delivery.
TRANSIENT OR ITINERANT VENDOR OR MERCHANT
Any person, peddler, solicitor or canvasser who engages in a temporary business and who, in the furtherance of such purpose, hires, leases, uses or occupies any premises or part thereof, wagon, cart, vehicle or conveyance of any kind whatsoever for the exhibition and/or sale of goods, food, wares or merchandise. The person so engaged shall not be relieved from complying with applicable provisions of this chapter merely by associating temporarily with any local dealer, trader or merchant or by conducting such transient business in connection with, as part of or in the name of any local dealer, trader or merchant.
