A. 
Any person conducting a yard sale and/or garage sale must apply for a permit therefor from the Village Clerk of the Village of Greenwood Lake. Applicants for said sale must be conducting said sale on residential property, and merchandise to be sold at said sale must be used; or more strictly, not purchased specifically to be sold at said sale; and more generally, of the type of used merchandise considered expendable as a result of spring cleaning or moving from said residence. Applicants for permits must give the following information:
(1) 
Name of person conducting said sale.
(2) 
Address or location of said sale. (Section, lot and block numbers shall be verified.)
B. 
A permit for said sale shall be issued upon the receipt of the application, for a term of not more than two consecutive days between the hours of 9:00 a.m. and 6:00 p.m. daily.
C. 
Each applicant shall be granted a permit for not more than four such sales within a calendar year.
D. 
There shall be allowed not more than four signs advertising said yard sales/garage sales. Said signs shall be obtained from the Village Clerk upon obtaining the necessary permit at a cost to be paid by the applicant in an amount as shall be determined from time to time by resolution of the Board of Trustees. Said signs must be removed within 24 hours following the close of said sale.

E. 
Each and every sign erected in violation of the provisions of this chapter shall be treated as a separate and distinct offense under the provisions of § 76-17 of Article IV, entitled "Penalties."

F. 
Posting of signs and advertisements. No person shall attach to or place upon any telegraph pole, telephone pole or poles used for the support of electric wires in the streets and parks any bill, notice, poster, sign or advertisement whatsoever.

A. 
Any person conducting a flea market and/or sidewalk sale and/or auction sale shall apply for a permit for said sale from the Village Clerk of the Village of Greenwood Lake. The applicant must be conducting said sale on nonresidential property and must give the following information:

(1) 
Name and address of the person conducting said sale.
(2) 
Location of said sale and the owner of said location.
(3) 
Date and duration of time of said sale.
B. 
A permit for said sale shall be issued upon approval of at least three members of the Village Board and payment of a fee of $25 for a term of not more than one day, between the hours of 9:00 a.m. and 6:00 p.m. Said sales conducted by and/or sponsored by any nonprofit, charitable or religious organization, such as but not limited to the Lions Club, the American Legion, the Chamber of Commerce or the Elks Club, shall make application to the Village Board and, upon its approval, shall be relieved from payment of the fee required by this subsection.
C. 
Each applicant for a permit for such sale shall be granted a permit for not more than four such sales each year.
A. 
Any person conducting any circus, carnival, feast and/or public exhibition shall apply for a permit for such public event from the Village Clerk of the Village of Greenwood Lake. The applicant conducting said public event must give the following information at least 30 days prior to the date of the event:
(1) 
Name and address of the person conducting said event.
(2) 
Location of said event, the owner of said location and written permission from said owner if different from the person conducting the event.
(3) 
Date and duration of said event.
(4) 
Copies of insurance (liability coverage) from the person conducting the event and, in the case of a circus and/or carnival, the person owning the equipment.
B. 
A permit for said event shall be issued only upon review and approval of at least three members of the Village Board for a period of not more than five days between the hours of 11:00 a.m. and 1:00 a.m. upon payment of a fee of $25 for each day listed in said application. Any event such as circus, carnival, feast and/or public exhibition not requiring the use of streets as defined in Subsection C of this section which is conducted and/or sponsored by any nonprofit, charitable or religious organization, such as but not limited to the Lions Club, the American Legion, the Chamber of Commerce or the Elks Club, shall make application to the Village Board as required by Subsections A and B, but shall be relieved from payment of the fee required by this Subsection B. However, payment of a fee under § 76-6C shall be required for any sale of food and/or beverage conducted at said nonprofit events sponsored by private enterprise.
C. 
Any public event and/or public exhibition, including parades, requiring the use of public streets for purposes other than parking shall require application for a permit to use said streets, and the following information shall be required at least 30 days prior to said event:
(1) 
Name and address of the person conducting said event.
(2) 
Date and duration of said event.
(3) 
Copy of insurance (liability coverage) from the person conducting said event.
D. 
A permit for said event shall be issued only upon review and approval of at least three members of the Village Board for one day only between the hours of 10:00 a.m. and 5:00 p.m. subject to New York State law governing the maximum time allowable for closing of New York State highways and upon the payment of $100 to be held in escrow by the Village of Greenwood Lake in the event of unusual costs to the Village of Greenwood Lake for services required for the health, safety and/or protection of the public.
E. 
Nothing in this section shall be construed as permission for any person, whether on public or private property, to operate, conduct or allow any agent, employee or any other person in his control any form of Las Vegas night, casino-type gambling or money wheels of the type governed by the laws of the State of New York.
No person shall interfere with any municipal employee, whether temporary or permanent, of the Village of Greenwood Lake in the performance of their regular or prescribed duties or functions.
No license and/or permit issued under the provisions of this chapter shall be used at any time by any person other than the one to whom it was issued.

The license or permit is required to be exhibited by enclosing same in a glassine or plastic transparent frame and affixing same to the cart, wagon or vehicle from which merchandise is vended or sold so that same is visible to the public. Where impractical to affix said license or permit, it must be carried by the licensee, who shall be required to exhibit same at the request of any citizen.
A. 
Permits and licenses issued under the provisions of this chapter may be revoked by the Village Board of Greenwood Lake after notice and public hearing for any of the following causes:
(1) 
Fraud, misrepresentation or false statement contained in the application for a license or permit.
(2) 
Fraud, misrepresentation or false statement made in the course of carrying on any business or event licensed under this chapter.
(3) 
Any violation of this chapter.
(4) 
Conviction of any crime or misdemeanor involving moral turpitude.
(5) 
Conducting any business or events licensed or permitted under this chapter in an unlawful manner or in such a manner as to constitute a breach of the peace or to constitute a menace to the health, safety and general welfare of the public.
B. 
Notice of the hearing for revocation of a license shall be given in writing, setting forth specifically the grounds of the complaint and the time and place of the hearing. Such notice shall be mailed, postage prepaid, to the licensee at the last known address at least five days prior to the date set for the hearing.
