A. 
Width. The width of a right-of-way shall not be less than 50 feet. The graded roadbed shall be 30 feet wide, consisting of a pavement of at least 20 feet in width, and shoulders, exclusive of ditches, of at least five feet in width. The roadway shall be cleared of all trees and brush for a width of at least 35 feet and shall be cleared of brush and debris for the full width of the right-of-way.
B. 
Line and grade. The line and grade shall be constructed so as to maintain a minimum sight distance of 300 feet. Grades shall be no less that 0.50% nor more than 10%.
C. 
Road section. Cut and fill slopes in earth shall be not less than one on two. Subbase, at least 30 feet in width, shall consist of a bottom course of at least eight inches of run of bank gravel, shale or slag and a top course of at least four inches of well graded run of bank gravel or washed gravel with no particles of material larger than two inches in diameter. The subbase shall be crowned, shaped to a smooth grade and well compacted, and all underground utilities and drainage structures shall be completed before the surfacing is applied. Clay content shall be 2% maximum.
D. 
Drainage. The road shall be constructed with adequate culverts and other structures to provide suitable drainage under all conditions. Culverts shall be at least 18 inches in diameter and installed with a grade of a least 1%.
E. 
Surfacing. Surfacing of at least twenty-foot-wide pavement shall consist of a double surface treatment of bituminous material, type as required. The first application shall be at the rate of at least 0.40 gallon per square yard and shall be uniformly covered with washed gravel or stone chips 1/2 inch to 3/4 inch in size at the rate of 40 to 50 pounds per square yard. The second application shall be at the rate of at least 0.50 gallon per square yard and shall be uniformly covered with washed gravel or stone chips 1/8 inch to 1/2 inch in size at the rate of 25 to 40 pounds per square yard.
F. 
Approval.
(1) 
Proposed design of line, grade and drainage, as it affects state highways or county roads, shall be approved by the departments concerned before being submitted to the Village.
(2) 
The proposed type of materials as well as the design and methods of construction (for all required structures, including retaining walls) shall be subject to the approval of the Village Engineer before construction as well as after the work is completed. All easements, slope rights and water rights involved in said construction shall be approved by the Village Engineer.
(3) 
All roads must be adequately designed to handle traffic and loads intended. All vertical and horizontal alignments shall be subject to approval.
G. 
Special requirements. Where a proposed road connects two existing public roads or may be expected to carry through traffic, these minimum specifications may be revised to provide additional width of roadbed and a higher type of bituminous pavement, as required by the Village Engineer. All engineering, test and inspection costs for the work will be borne by the developer.
