Upon passage of a resolution, and under special circumstances,
the following fees may be waived:
A.
Payment of any Howell Township fees for Howell Township recreation
activities and Township training programs, Township license and permit
fees, and fees for the use of Township buildings and facilities and
Township programs. Only the municipal portion of any fees may be waived;
monies payable to the state or county shall not be subject to waiver.

B.
Payment of any fees, charges or costs set forth in Chapter 139 shall also be subject to waiver. Only the municipal portion of any fee, charge or cost may be waived; monies payable to the state or county shall not be subject to waiver. Waivers shall be as per the State Uniform Construction Act, N.J.S.A. 52:27D, §§ 126b, 126c, 126d, and 126e.

C.
A waiver may also be granted under certain circumstances for any inspection fees as currently required by Chapter 188, provided that any such waiver granted shall not apply to escrow fees or engineering inspection fees or the like unless said services are performed "in house" by the Township.
E.
No waiver granted in accordance with this chapter shall be arbitrary
or capricious.
