It shall be unlawful for any person to operate or to allow, permit or suffer any child, ward or person under his care, custody or control to operate a motor vehicle or other machine propelled by any source of power other than muscle power (such as but not limited to snowmobiles, minibikes and all-terrain vehicles or other recreational vehicles), regardless of by whom said vehicle or machine is owned, upon the sidewalks in the Village of Medina, New York, except that snow removal machines, lawn mowers and construction and excavation equipment may be operated upon such sidewalks for such period of time as may be necessary to remove snow therefrom, cut grass adjacent thereto or do construction or excavation work upon or adjacent thereto.
It shall be unlawful for any person to ride, lead or allow any horse or pony upon the sidewalks in the Village of Medina, New York, or to allow, permit or suffer any child, ward or person under his care, custody or control to ride, lead or allow any horse or pony upon the sidewalks in the Village of Medina, New York, regardless of by whom such animal is owned.
As used in this article, the following terms shall have the meanings indicated:
SIDEWALKS
Ways or paths, whether paved or unimproved, which are maintained by the Village of Medina and used or intended for use by pedestrians.

Any person committing an offense against any provision of this article shall, upon conviction thereof, be guilty of a violation pursuant to the Penal Law of the State of New York, punishable by a fine of not less than $125 and not exceeding $250 or by imprisonment for a term not exceeding 15 days, or by both such fine and imprisonment.
