The Mayor with the consent of Council and/or Council is hereby authorized to establish bus or coach stops on such public streets, in such places, and in such number as shall be determined to be of the greatest benefit and convenience to the public. In no event shall any such stop be made except where authorized, in writing, by the Mayor with the consent of Council and/or by Council, or except in obedience to a traffic officer or to a traffic control signal, sign or marking, or to avoid an accident. Every such bus or coach stop shall be designated by an appropriate sign.
A. 
Council may grant stands to the operators of taxicabs at specified locations on streets in the Borough where they are determined to be of the greatest benefit and convenience to the public.

B. 
All permits for existing taxicab stands opposite a safety zone or bus stop, or within 40 feet of a point on a curb immediately opposite either end of a safety zone or bus stop, are hereby revoked, and no new taxicab stand shall be granted at such a location.
C. 
Taxicabs, except when stopped by a traffic officer or a traffic control signal, to avoid an accident, or to receive or discharge passengers, are prohibited from standing or parking on a street except at designated stands.
No operator of a vehicle other than a bus, school bus or coach shall stand or park in an officially designated bus, school bus or coach stop. No operator of a vehicle other than a taxicab shall stand or park in an officially designated taxicab stand. However, the operator of a vehicle other than a bus, school bus, coach or taxicab may temporarily stop in any such stop or stand for the purpose of, and while actually engaged in, the loading or unloading of passengers.
