Within the purview of this article, a cat shall be considered
a public nuisance if it has no known owner or custodian, or if it
has no known place of care or shelter, or if it habitually trespasses
upon or damages either private or public property or annoys, bites,
scratches or harms any lawful user or occupant thereof. No owner may
keep more than five cats in a residential zone, unless they have been
bred for sale and are removed within six months after birth.
Any person who owns, keeps or harbors any cat at any place within the municipality or who permits any cat to enter the corporate limits of the municipality shall exercise sufficient and proper care of and control over such animal at all times to prevent the same from becoming a public nuisance as defined in §
120-35.
All provisions of this article shall be enforced by the Borough
Police Department, the regional animal shelter and the Municipal Health
Officer.

Any person, firm or corporation who shall violate any of the provisions of this article shall, upon conviction, be punishable as provided in Chapter
1, Article
II, General Penalty, and each violation of any of the provisions of this article and each day the same is violated shall be deemed and taken to be a separate and distinct offense.
