Certain offices of the Borough shall be filled by appointment unless otherwise specified. Such appointments shall be made by the Mayor, with the advice and consent of the Council, including the filling of vacancies, which shall be for the unexpired term only. The term of each office shall be as provided by statute and Borough ordinances.
A. 
Creation of office. There shall be in the Borough of High Bridge the Office of Borough Administrator, pursuant to and in accordance with Chapter 200, Laws of 1971 (N.J.S.A. 40A:9-136 et seq.). If the holder of such office is also the Clerk of said Borough, they shall be known as the "Borough Administrator/Clerk," but the offices of Clerk and Administrator shall remain distinct and separate. If the holder of such office is also the CFO and CTC of said Borough, they shall be known as the "CFO, CTC, Administrator."

B. 
Appointment; vacancy; term.
(1) 
The Borough Administrator shall be appointed by the Mayor with the advice and consent of Council. Any vacancy in such office shall similarly be filled by appointment by the Mayor, with the advice and consent of the Council.
(2) 
During the absence or disability of the duly appointed Borough Administrator, the Mayor may, with the advice and consent of Council, appoint an officer or regular employee of the Borough to perform such duties of the Borough Administrator during such absence or disability. Such absence or disability shall be limited to three months after which time such absence or disability may be deemed a vacancy.
(3) 
The Borough Administrator shall serve at the pleasure of the Mayor and Council and may be removed by a two-thirds vote of the governing body. Employment is at will. The resolution of removal shall become effective three months after its adoption by the Council. The Council may provide that the resolution shall have immediate effect; provided, however, that the Council shall cause to be paid to the Administrator, forthwith, any unpaid balance of his salary and his salary for the next three calendar months following adoption of the resolution.
C. 
Qualifications and requirements.
(1) 
Qualification. The Borough Administrator shall be appointed on the basis of executive and administrative abilities and qualifications with special regard to education, training and experience in governmental affairs.
(2) 
Residency requirement. The Borough Administrator must be a resident of the State of New Jersey. It is deemed desirable that the Borough Administrator is a resident of Hunterdon County and High Bridge, but such residency is not a requirement of holding the office.
(3) 
Salary. The Borough Administrator shall receive as salary such sums as may be fixed and adopted by the Mayor and Borough Council in the annual Salary Ordinance of the Borough, and amendments thereto.
D. 
Powers and duties.
(1) 
General duties. The Borough Administrator shall be the chief administrative officer of the Borough. However, the Borough Administrator shall serve under the direction of the Mayor and Council, but may receive instructions from the Mayor or Council President, when the Mayor is unavailable, between regularly scheduled meetings or when the Council cannot be convened. Members of the Borough Council, assigned to the coordination, liaison and special responsibility for areas of Borough government, shall exercise such functions through and in conjunction with the Administrator's supervision of those areas. The office of Borough Administrator may be combined with that of the Borough Clerk and/or Borough Chief Financial Officer at the discretion of Mayor and Council.

(2) 
Other duties. The Borough Administrator, for the purpose of carrying out the responsibilities of the position, shall develop, promulgate and implement, with the approval of Mayor and Borough Council, sound administrative and personnel practices and procedures for all departments, offices, boards, commissions, authorities, employees, agencies and any other entity of the Borough (except for police members that are personally subject to the provisions of the P.B.A. contract) and shall to that end:
(a) 
Attend all executive and public meetings of the Borough Council and any other meetings when so requested by the Mayor and Council; provide a monthly summary report to Mayor and Borough Council summarizing all departmental activities/concerns and their accomplishments and concerns.
(b) 
Be responsible for the operation of all departments and offices within the Borough; and all department heads and offices of the Borough shall report to him/her; shall receive complaints against all departments, boards and commissions, except the Court; shall investigate or dispose of such complaints and, if deemed necessary, consult with the Mayor and/or Council for direction. A written record shall be kept of such complaints.
(c) 
Study, recommend, implement and enforce personnel organization and policy of the Borough and its departments; shall serve as personnel officer and maintain sound personnel practices and appropriate records of all employees; will be responsible for the process of communicating changes in personnel policies and specifying annual performance objectives for Borough employees. He shall have the authority to hire and terminate all Borough employees, with the advice and consent of Mayor and Council.
(d) 
Be responsible for assuring that the Borough and each of its Departments and all of its employees are in compliance with all applicable state and federal employment and work place laws such as EEO, FLSA, ADA, ADEA, FMLA, OSHA, etc. In addition, the Administrator will appear for and be the responsible Borough representative in all statutory employment law related situations, such as unemployment compensation hearings, work place safety inspections, EEO audits and/or hearings, and he will respond to related inquiries. This responsibility includes all communications and training needed (as considered in a legal determination of compliance).
(e) 
Study, recommend, implement and enforce administrative procedures and policies of the Borough and its departments; assign responsibility for department action and coordinate interdepartmental operations as authorized by the Mayor and Borough Council; shall be authorized to require prompt receipt of copies from the Borough Clerk of any general and official correspondence addressed to the Borough, Clerk or the Mayor and Borough Council.
(f) 
Conduct, as may be appropriate, a continuous study of all activities and operations of the Borough government and recommend changes for the purpose of increasing efficiency and effectiveness; prescribe such office procedures as he shall deem necessary for the conduct of administrative procedures and revoke, suspend or amend any such office procedures.
(g) 
Require the various departments to effect an adequate inventory of all equipment, materials and supplies in stock and to recommend sale of any surplus, obsolete or unused equipment when authorized to do so by the Mayor and Borough Council.
(h) 
Provide liaison between the Mayor and Borough Council and the various municipal departments, offices, boards, commissions, authorities, employees, agencies and other municipal entities and their professional advisors.
(i) 
Study, recommend, implement and enforce procedures and policies of the Borough and departments for receipts, dissemination, and collation of and responses to communications and information and shall be further responsible for continually improving communications between all departments' personnel, Mayor, Borough Council, and the residents of High Bridge.
(j) 
Study, recommend, implement and enforce procedures and policies of the Borough and departments for the coordination, compiling, editing and prompt dissemination and release of public information, including the Borough newsletter, upon the recommendation and authorization of the Mayor and Borough Council.
(k) 
See that all terms and conditions imposed in favor of the Borough or its inhabitants in any statute, ordinance, approval or contract are faithfully kept and performed and, upon knowledge of any violation, call the same to the attention of the appropriate Borough officer.
(l) 
Study, recommend, implement and enforce the financial procedures and policy of the Borough and its departments. Be responsible for the preparation of the annual capital and operating budgets and submit them to the Mayor and Borough Council for approval and specifically make recommendations as to salaries to be paid to Borough employees, after consultation with department heads and review of performance appraisals; shall be responsible to see that each department, office, board or other agency adheres to the budget approved by the Mayor and Council.
(m) 
Continually review and supervise the Borough's insurance program.
(n) 
Act as the Borough contracting agent, conferring with the Borough Attorney and Engineer regarding the preparations of bidding documents for contracts requiring public sealed bidding and submitting recommendations to the Mayor and Borough Council with respect to the award of the contracts following the receipt of bids.
(o) 
Maintain liaison with the officials of the Borough school district and also the North Hunterdon/Voorhees Regional High School Board of Education as well as any private or charter school within the Borough.
(p) 
Make studies and surveys of such municipal problems of the Borough as shall be assigned from time to time by the Mayor and Borough Council, and prepare and submit written reports and the findings and determinations to the Mayor and Borough Council for its consideration and action; shall be responsible for seeing that any complaints concerning the functions and obligations of the Borough made by any of its residents, citizens or taxpayers are promptly attended to and a written record kept of such complaints when made, and when and what action has been taken in response thereto.
(q) 
Shall serve as Borough Purchasing Agent and shall supervise and direct all activities of purchasing; shall be in charge of all purchasing for or on behalf of the Borough or any departments or agencies therein (excluding school districts) and shall receive requisitions from said departments and agencies, establish classifications and standards for the purchase of supplies and materials for the use of all municipal buildings, departments and agencies.
(r) 
Shall, subject to directions of the Mayor and Borough Council, make purchases, execute contracts and perform such functions and duties as may be required and necessary for the proper operation of the department. The Borough Administrator shall review and approve all payment vouchers prior to payment being made thereon. The Borough Administrator may spend or commit to a maximum dollar amount allowed prior to getting quotes for the purchases of goods or services without securing authorization from Mayor or Borough Council.
(s) 
Make such inspections and review as may be necessary to insure full compliance by all persons and corporations having contractual obligations to perform services for or sell goods to the Borough.
(t) 
Inform the Mayor and Borough Council of federal aid projects, state aid projects and any other aid programs for which the Borough may qualify, and on all matters assigned to them or otherwise within their jurisdiction. Securing federal and state grants on an annual basis is considered a minimal job performance requirement.
(u) 
Devote his entire effort to the performance of his duties and functions and shall not engage in any other occupation or employment while employed by the Borough except that he may perform the duties of any other position in government with the approval of the Mayor and Borough Council.
E. 
Restrictions of authority; no political activity; conflicts of interest.
(1) 
Nothing herein contained shall derogate from the powers and duties of the elective, appointive or other officials of the Borough of High Bridge or of the boards and commissions thereof established pursuant to law.
(2) 
At no time will the Borough Administrator engage in any organized political campaigns within the Borough of High Bridge, or publicly offer any opinion with regard to a candidate in the Borough.
(3) 
The Borough Administrator shall not have any interest, direct or indirect, in any contact, subcontract or job for work, materials or services or the profit thereof to be furnished to or performed for the Borough. The Borough Administrator shall comply with the Local Governments Ethics Law, N.J.S.A. 40A: 9-22.1 et seq.
A. 
There is hereby created the Office of Deputy Borough Administrator in and for the Borough of High Bridge.
B. 
The Deputy Borough Administrator shall be appointed pursuant to the provisions of N.J.S.A. 40A:9-135 to serve for the calendar year in which any vacancy shall be filled in the manner of the original appointment for the unexpired term.
C. 
The Deputy Borough Administrator need not be a resident of the Borough of High Bridge.
D. 
It shall be the duty of the Deputy Borough Administrator, under the supervision and control of the Mayor and Borough Council, and to the extent not prohibited by law, to:
(1) 
Act as the chief administrative officer in the absence of the Administrator/Clerk and be responsible for and fulfill all the duties set forth by the Mayor and Council and state statute.
(2) 
Act as deputy liaison between the Borough Council and all boards and departments of the Borough government.
(3) 
Act as agent for the Mayor and Borough Council, as the deputy administrative officer, of the Borough government.
(4) 
Be of assistance to the Administrator/Clerk and be responsible for the maintenance of sound personnel policies and administrative practices and study and make recommendations in respect to the personnel organization and policies of the Borough and any of its departments, after consultation with department heads.
(5) 
Aid the Administrator/Clerk in the preparation of the budget, alert department heads to the submission of their portion thereof and assist independent Councilpersons in contributing their share of the responsibility for the municipal budget.
(6) 
Assist in the advisement to the Mayor and Borough Council on all background material as an aid to the establishment of policy.
(7) 
Assist in the study and oversight of the financial procedure and policy of the Borough and its departments, after consultation with department heads.
(8) 
Assist in the editing and compilation of public information releases upon instruction from the Mayor and/or Borough Council, and advise the Mayor and Borough Council on matters affecting public relations.
(9) 
Attend all public and executive meetings of the Borough Council in absence of the Administrator.
(10) 
Perform such other duties as may be from time to time specifically assigned to him/her by the Mayor and Borough Council.
E. 
The Deputy Borough Administrator shall receive such compensation as shall be prescribed by the Salary Ordinance of the Borough of High Bridge.
F. 
Nothing herein contained shall derogate from the powers and duties of the elective, appointive or other officials of the Borough of High Bridge or of the boards and commissions thereof established pursuant to law.
A. 
Term; qualification and experience.
(1) 
There shall be a Borough Clerk appointed by the Mayor, with the advice and consent of Council, for a term of three years. Prior to such an appointment, the Borough Clerk shall be qualified by training and experience to perform the duties of such office.
(2) 
Certification requirements are found in N.J.S.A. 40A:9-133.3.
B. 
Tenure.
(1) 
Any person holding the Office of Borough Clerk and who has held or shall continue to hold said office continuously for five years from the date of such original appointment shall not be removed from such position or office except for good cause shown after a fair and impartial hearing but shall hold his position or office during good behavior and shall not be removed for political reasons, notwithstanding that said Clerk may have been appointed for a fixed term.
(2) 
Tenure requirements are found in N.J.S.A. 40A:9-133.8.
C. 
Attendance at meetings; keeping of minutes. The Borough Clerk shall serve as Clerk of the Council and its committees. The Clerk shall attend all meetings of the Council and of such committees, when required by the chairperson, and shall keep the minutes of the meetings of the Council and of such committees. The minutes of each meeting of the Council shall be signed by the officer presiding at the meeting and by the Clerk.
D. 
Recording of ordinances. The Clerk shall record all ordinances of a permanent character in books to be provided for that purpose. After each ordinance, the Clerk shall record and certify the proof of publication thereof as required by law. Each ordinance recorded shall be signed by the Mayor and the Clerk, who shall attest that it was duly adopted upon the date stated, and when signed, the recorded copy shall be deemed to be a public record of the ordinance. Any omission by the Clerk or the Mayor to record, sign or certify as herein required shall not impair or affect the validity of any ordinance which has been duly adopted.
E. 
Compilation of ordinances; index. At the close of each year, the Clerk, with the advice and assistance of the Borough Attorney, shall bind, compile or codify all the ordinances of true copies thereof, which then remain in force and effect. The Clerk shall also properly index the record books compilation or codification of ordinances.
F. 
Custody of records; providing certified copies. The Clerk shall have custody of and safely keep all records, books and documents of the Borough, except those committed by ordinance to any other office or transferred thereto by the Council. The Clerk shall, upon request and upon payment of the fees prescribed by Chapter 280, Records, Public Access to, furnish a certified copy of any such paper in his custody under the Corporate Seal of the Borough.[1]

G. 
Seal. The Clerk shall cause the Corporate Seal of the Borough to be affixed to instruments and writings when authorized by ordinance, resolution or motion of the Council or when necessary to exemplify any document on record in the Clerk's office, or to certify any act or paper which, from the records in the Clerk's office, appears to be a public act of the Borough or a public document. The Clerk shall not affix the Seal or cause or permit to be affixed to any other instrument, writing or other paper unless required by law or ordinance or required by Mayor and/or Council.
H. 
Compensation. Compensation shall be stipulated in the yearly Salary Ordinance.
A. 
Office established; appointment. There is hereby created the Office of Deputy Clerk or Assistant Deputy Clerk of the Borough of High Bridge. The Mayor, with the advice and consent of Council, may also appoint an Assistant Deputy Clerk.
B. 
Term of office. The Deputy Clerk or Assistant Deputy Clerk shall have the same term of office as provided for the Borough Clerk.
C. 
Powers and duties.
(1) 
The Deputy Clerk or Assistant Deputy Clerk shall have the power and duty to execute all documents required by any law or ordinance to be executed by the Clerk and affix the Seal of the Borough thereto whenever required. When signing any document, the Deputy Clerk or Assistant Deputy Clerk shall sign the name of the Borough Clerk followed by the word "by" and the Deputy Clerk's own name and the words "Deputy Clerk" or "Assistant Deputy Clerk."
(2) 
The powers and duties herein described shall be exercised by such Deputy Clerk or Assistant Deputy Clerk only in the absence of the Borough Clerk from the Clerk's office in Borough Hall, and only when either written direction has been given by the Mayor and/or Council to exercise such power or the Borough Council has determined by resolution that the Borough Council is temporarily or permanently incapacitated to perform the Clerk's regular function.
(3) 
Such Deputy Clerk or Assistant Deputy Clerk shall have the power and authority herein described and such further power and authority as may be prescribed by statute.
D. 
Compensation. Compensation shall be stipulated in the yearly Salary Ordinance.
The Borough Attorney shall be appointed by the Mayor, with the advice and consent of the Council, but need not serve full time and shall be compensated as shall be approved by Mayor and Council. He shall serve for a term of one year as provided by N.J.S.A. 40A:9-139.
A. 
Position created; statutory authority. There is hereby created in the Borough of High Bridge, the position of Chief Financial Officer, pursuant to Section 5 of P.L. 1988, c 110.[1]

B. 
Appointment. There shall be a Chief Financial Officer (CFO) of the Borough who shall be appointed by the Mayor, with the advice and consent of the Council, upon recommendation of the Borough Administrator, who shall serve at the pleasure of the governing body. The Chief Financial Officer may, but need not, be a person who is also employed by the Borough in another capacity.
C. 
Required qualifications. On or after January 1, 1991, no person shall be appointed or reappointed Chief Financial Officer or Municipal Finance Officer (as defined in N.J.S.A. 40A:9-140.1, as the same is from time to time amended), unless he or she holds a municipal finance officer certificate issued pursuant to N.J.S.A. 40A:9-140.8 or P.L. 188, c. 110, or pursuant to N.J.S.A. 40A:9-152.
D. 
Duties. The Chief Financial Officer shall carry out the responsibilities set forth under P.L. 1947, c. 151 (N.J.S.A. 52:27BB-26 et seq.).
E. 
Tenure. The Chief Financial Officer and any other Municipal Finance Officer shall acquire tenure in office and continue to hold office during good behavior and efficiency in accordance with N.J.S.A. 40A:9-140.1 et seq., as the same is from time to time amended.
F. 
Compensation. Compensation shall be stipulated in the yearly Salary Ordinance.
A. 
Appointment, term and salary. An Assistant to the Borough CFO shall be appointed by the Mayor, with the advice and consent of the Council. He shall hold office at the pleasure of Mayor and Council. The salary of the Assistant to the Borough CFO shall be as set forth in the annual Salary Ordinance.
B. 
Powers and duties. The Assistant to the Borough CFO shall be subordinate to the Borough CFO and shall perform such duties as may be required of him by the Borough CFO within the confines of the duties required of said office.
A. 
The Tax Collector shall be appointed by the Mayor, with the advice and consent of the Council. The Tax Collector is subject to the provisions of law relating to tenure of office and removal from office. The Tax Collector shall receive such compensation as prescribed by the Salary Ordinance, shall devote full time and attention to the duties of the office and shall give bond for the faithful performance of the Collector's duties, to be paid for by the Borough.
B. 
The Tax Collector shall:
(1) 
Perform the functions of a collector of taxes, including without limitation thereto the rendering of bills for property taxes and the conducting of tax sales.
(2) 
Receive and collect all current and delinquent real and personal property taxes and tax sale fees and charges and receive penalties and interest thereon.
(3) 
Deposit to the credit of the Borough all moneys received in the depositories selected by the Borough Council within the time prescribed by law.
(4) 
Maintain full and complete records and accounts of all sums collected and received under the supervision of the Borough Auditor and in accordance with the standards and requirements of the Division of Local Finance in the Department of Community Affairs of the State of New Jersey.
(5) 
Report to the Borough Council at least once a month all receipts and deposits made, and, in such report, account for all moneys for which the Collector is responsible.
C. 
Certification requirements are set forth in N.J.S.A. 40A:9-145.7.
D. 
Tenure requirements are set forth in N.J.S.A. 40A:9-145.9.
A. 
The Tax Assessor shall be appointed by the Mayor, with the advice and consent of the Council. The Tax Assessor is subject to the provisions of law relating to tenure of office and removal from office, as per N.J.S.A. 40A:9-148.1. The Tax Assessor shall receive such compensation as prescribed by the Salary Ordinance and shall devote his full time and attention to the duties of his office unless otherwise regulated by the Borough Council.
B. 
The Tax Assessor shall have, perform and discharge all functions, powers and duties prescribed for assessors by rules and regulations prescribed by the Director of the Division of Taxation in the Department of the Treasury of the State of New Jersey and the Hunterdon County Board of Taxation, and shall:
(1) 
Value all real and personal property in the Borough for the purposes of assessments and taxation, except when the Borough Council hires an appraisal firm.
(2) 
Prepare the tax lists and duplicate and maintain adequate assessment records of each and every parcel of real property assessed or exempted.
(3) 
Have custody of and maintain an up-to-date Borough Tax Map and provide for the recording thereon of all changes in ownership or character of property assessed.
A. 
Appointment. The Municipal Engineer shall be appointed by the Mayor, with the advice and consent of the Council.
B. 
Qualifications. To be eligible for appointment, the appointee shall hold a degree in civil engineering from a recognized college of engineering and be licensed in the State of New Jersey as a professional engineer.
C. 
Duties. The Municipal Engineer shall perform the duties as required by law and the ordinances of the Borough of High Bridge.
D. 
Term. The term of office of the Municipal Engineer shall be for one year unless otherwise provided by law.
A. 
Offices created; term and salary. The Offices of Construction Code Official and Subcode Official are hereby created. Such construction officials shall be appointed by the Mayor, by and with the consent of the Council, for a term of four years (N.J.S.A. 52:27D-1 et seq.). The Subcode Official shall act during the absence or disability of the Construction Code Official. The salary of the Construction Code Official and Subcode Official shall be as set forth in the annual Salary Ordinance.[1]

B. 
Powers and duties. The powers and duties of the Department of Construction Code Enforcement shall be as set forth in N.J.A.C. 5:23.
C. 
Except as otherwise specifically provided by law, ordinance or regulation, or expect as herein otherwise provided, the Construction Code Official or Subcode Official shall:
(1) 
Administer and enforce all the provisions of laws, ordinances and regulations applicable to the construction, alteration, repair, removal and demolition of buildings, structures and signs, and the installation and use of materials and equipment therein, and the location, use, occupancy and maintenance thereof.
(2) 
Receive applications and issue permits for the erection, alteration, removal and demolition of buildings, structures and signs or parts thereof, and examine the premises for which such applications have been received or such permits have been issued, for the purpose of ensuring compliance with laws, ordinances and regulations governing building construction.
(3) 
Issue all appropriate notices or orders to remove illegal or unsafe conditions in buildings or upon lands, to require the necessary safeguards during construction and to ensure compliance during the entire course of construction with the requirements of such laws, ordinances or regulations. He shall make all inspections which are necessary or proper for the carrying out of his duties.
(4) 
Require, with the consent of Council, whenever the same may be necessary or appropriate to assure compliance with the provisions of applicable laws, ordinances or regulations covering building construction, the performance of tests in the field by experienced, professional persons or by accredited and authoritative testing laboratories or service bureaus or agencies.
(5) 
Keep comprehensive records of applications, permits issued, certificates issued, inspections made, reports rendered and notices or orders issued. He shall retain on file copies of required plans and all documents relating to building work so long as any part of the building or structure to which they relate may be in existence. He shall make all such records available to public inspection for good and sufficient reason and upon reasonable notice, but shall not allow records to be removed from his office without his written consent.
(6) 
Make written reports to the Mayor and Council once each month, or more often if requested, on the activities of his office for the preceding month, including permits and certificates issued, fees collected, orders and notices promulgated, inspections and tests made and appeals or litigation pending.
D. 
Inspections. It shall be the duty of the Code Enforcement Officer to inspect the Borough of High Bridge for the purpose of ascertaining the existence of any violations of municipal ordinances, specifically but not limited to zoning, building, health, shade tree regulations, soil removal, trash and weeds and licensing. Such inspections shall be made by said officer as frequently as may be necessary to ensure compliance with the Borough ordinances.
E. 
Liability. The Construction Code Official or Subcode Official, acting in good faith for the Borough in the discharge of his duties, shall not thereby render himself liable personally, and he is hereby relieved from all personal liability for any damage that may accrue to persons or property as a result of any act required or by reason of any act or omission in the discharge of his duties. Any suit brought against the Construction Code Official or Subcode Official because of such act or omission performed by him in the enforcement of any ordinance shall be defended by the Borough Attorney until final termination of the proceeding.
F. 
Report of violation; enforcement. Upon observation of a violation of any of the above ordinances or any other ordinance of the Borough of High Bridge, the Code Enforcement Officer shall make a report of same, in writing, to the officer charged with the enforcement of said ordinance. A copy of said report shall also be submitted to the Borough Clerk. The officer charged with enforcing the particular ordinance shall advise the Code Enforcement Officer and the Borough Clerk, in writing, of the action taken by the officer designated by the ordinance for enforcement within five days of the receipt of the notice of violation from the Code Enforcement Officer.
G. 
Cooperation of other officials. The Construction Code Official or Subcode Official may request and shall receive, so far as may be necessary in the discharge of his duties, the assistance and cooperation of other officials of the Borough.
H. 
Right of entry. The Construction Code Official or Subcode Official, in the discharge of his official duties and upon proper identification, shall have authority to enter with probable cause if believed there is a problem or violation in any building, structure or premises at any reasonable hour.
There shall be a Borough Auditor appointed by the Mayor and Council, who shall be a registered municipal accountant. The Auditor and the Borough shall enter into a contract of employment not to exceed one year in duration. The contract shall provide for those additional duties and obligations of the Auditor not contained in this Code required by law and desired by the Mayor and Council, and shall provide for the compensation to be paid to the Auditor during the term of the contract.
A Registrar may be appointed by the Mayor with the advice and consent of Council. He shall be authorized to issue the licenses required by any of the ordinances such as marriage licenses and copies of marriage licenses and death certificates. His compensation shall be determined by the Salary Ordinance. All license certificates shall be signed by him except as may be otherwise provided for in any of the ordinances of the Borough, and he shall receive and pay over to the Borough CFO all license fees.
A. 
Appointment. The Municipal Planner shall be appointed by the Mayor, with the advice and consent of the Council.
B. 
The Planning Board of the Borough of High Bridge shall, by contract, engage the services of a planning consultant to render certain technical and professional consulting services, which shall be limited to the following:
(1) 
Professional planning consultation and advice at Planning Board meetings as requested by the Board.
(2) 
Review of the planning elements of subdivision plats and site development plans referred by the Board.
(3) 
The preparation of written reports on special planning problems relating to the Master Plan, Land Use and Development Ordinance or Subdivision Ordinance, as requested by the Board.
(4) 
Consultation and development of affordable housing guidelines to keep the Borough in compliance with state and federal regulations.
(5) 
Advice on matters of a planning nature referred to the Board, governing body or other public agency.

A. 
There is hereby created the position of Purchasing Agent for the Borough of High Bridge.
B. 
The Purchasing Agent shall be appointed by the Borough Council.
C. 
The Purchasing Agent is required to possess a valid qualified purchasing agent certificate, as issued by the New Jersey Division of Local Government Services, Department of Community Affairs.
D. 
The Purchasing Agent shall have, on behalf of the High Bridge Borough Council, the authority, responsibility and accountability for the purchasing activity pursuant to Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.), to prepare public advertising for and to receive bids and requests for proposals for the provision or performance of goods, services and construction contracts; to award contracts pursuant to New Jersey law in accordance with the regulations, forms and procedures promulgated by state regulatory agencies; and conduct any activities as may be necessary or appropriate to the purchasing function of the Borough of High Bridge.
