A. Except as hereinafter provided, it shall be unlawful for the owner or operator of any motor or other vehicle to park such vehicle between the hours of 9:00 a.m. and 5:00 p.m., and on Fridays between the hours of 9:00 a.m. and 3:00 p.m., Saturdays, Sundays and holidays excepted, such legal holidays being New Year's Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day and Christmas Day, upon portions of the streets hereinafter described, which are designated as parking meter zones, without depositing proper payment as more fully provided in §
210-33. Metered parking lots shall be enforced 24 hours per day except on the holidays listed above. The Mayor is hereby authorized to waive or alter enforcement times for special events upon 24 hours' written request from the sponsoring agency.

B. Commercial vehicles, when loading or unloading, are
exempt from this article up to 10:00 a.m.

In parking meter zones so designated, the proper City officer shall space and erect parking meters which, upon the deposit of a coin as hereinafter provided, will indicate the duration of the legal parking period and the time when such period has elapsed. All meters are of two-hour duration, unless otherwise noted in §
210-30A.

A. Any individual
may purchase a parking permit for metered parking in the parking meter
zones upon the following terms and conditions:
(1) Upon
payment of an annual fee as set from time to time by resolution of
the City Council, payable in quarterly installments per calendar quarter,
the permittee shall obtain a permit from the City of Bradford.

(2) Said
permit shall not entitle the permittee to park in front of any particular
parking meter but rather shall allow the permittee to park in front
of any parking meter within the parking meter zones.
(3) The
permit may be used by the permittee for one vehicle only, and it is
nontransferable.
(4) The
permit shall be conspicuously displayed at all times the vehicle is
parked at a meter in the parking meter zones.
B. For purposes of this section, the parking meter zones shall be defined as all locations designated in §
210-30A.

In order that the police officers and/or other
parking enforcement personnel may properly compute the time during
which a vehicle is parked, the owner or operator of said vehicle shall,
upon entering said parking space or zone, during the time of limited
parking, immediately deposit a coin or coins of the United States
in the parking meter alongside or next to the parking space and operate
the meter in accordance with the instructions thereon, and failure
to do so shall constitute a violation of this article. The coin or
coins required to be deposited shall be such coin or coins as are
shown on the parking meter.
Collections from parking meters shall be made
at regular intervals by the City Treasurer or his designated representative,
and a report of the same shall be made to the Council not later than
the fifth day of each month for all collections made during the previous
month.
It shall be unlawful to park any vehicle beyond
the space designated by a parking meter or to park said vehicle in
any way that the same shall not be wholly within the parking space
as designated by said parking meter.
It shall be unlawful to deposit or cause to
be deposited in any parking meter a slug, device or metallic substitute
for coins provided herein.
It shall be unlawful for any person to deface,
tamper with, damage, open or willfully break, destroy or impair the
usefulness of any parking meter installed under the terms of this
article.

A. Any person, firm or corporation violating the provisions
of this article or aiding, abetting or assisting in the violation
of said provisions commits a summary offense and, upon conviction,
shall be sentenced to pay a fine of not more than $1,000 or to imprisonment
for not more than 90 days, or both.

B. Provided, however, that any person, firm or corporation violating the provisions of §§
210-33 and
210-35 of this article, as amended, shall be subject to a penalty in the amount of $10 if said penalty is paid to the City Treasurer within 72 hours of the time said violation occurs and a fine of $20, plus costs of prosecution, if paid thereafter.

Nothing contained in this article or in any
ordinance hereafter establishing parking meter zones shall be construed
to permit parking of vehicles in those spaces, within any zone, in
which by other ordinances of the City parking is prohibited.
