It is hereby determined in the interest of and for the benefit of the residents and taxpayers of the Village of Ridgewood and for the public good that a uniform schedule of fees for public records and services of the Village of Ridgewood and its employees be established and maintained.
Nothing in this chapter shall require the certification, reproduction or issuance of any copy of any record unless said record is a public record.

A. 
Pursuant to N.J.S.A. 47:1A-1 et seq., the Village of Ridgewood is entitled to be reimbursed the actual cost of duplicating a record in the event that no fee is prescribed by law or regulation, and the Village of Ridgewood is entitled to charge an additional fee in the event that a record cannot be reproduced by ordinary document-copying equipment in ordinary business size or in the event the duplication involves an extraordinary expenditure of time and effort to accommodate the request.
B. 
In the event that a fee is not prescribed by law or regulation for producing a copy or copies of a government record, the person requesting such copies shall pay to the Village the actual cost of duplicating the record.
C. 
In the event that the nature, format, matter of collation or volume of a government record embodied in the form of printed matter is such that the record cannot be reproduced by ordinary document-copying equipment in ordinary business size or reproduction involves an extraordinary expenditure of time and effort to accommodate the request, the Village may charge, in addition to the actual cost of duplicating the record, a special service charge that shall be reasonable and based upon the actual direct cost of providing the copy or copies. The actual cost to be charged by the Village shall be the cost charged by outside sources to produce the document or documents. The special service charge shall be the actual cost to the Village of Ridgewood of labor and material.
D. 
In each of the aforementioned instances, recited in Subsections B and C, the requestor shall have the opportunity to review and object to the charge prior to it being incurred.
All fees paid pursuant to this chapter shall be considered funds of the Village of Ridgewood and shall be collected as follows: The person rendering the service shall maintain a consecutively numbered receipt book, in triplicate. When the fees are collected, the payor shall be given the original receipt therefor. A copy of the receipt, together with the fee therefor, shall thereupon be delivered to the Treasurer of the Village and the remaining copy of the receipt retained by the person rendering the service as a permanent record.

The Village of Ridgewood shall be paid for staff services authorized under Chapter 67 of the Village Code or otherwise when authorized by the Village Manager in accordance with the following requirements and fee schedule:
There shall be a two-hour minimum charge when the event is sponsored by the Village of Ridgewood. There otherwise shall be a four-hour minimum charge per staff member, per request or event. Said four-hour minimum shall be payable if the request or requirement for staff services is canceled or terminated with less than two hours' notice to the Police Department prior to the event.
In addition, the Village of Ridgewood shall be paid for each request for staff services to cover the expenses incurred by the Village for the processing of payroll and billing. The term "request for staff services" shall mean a request for one or more police officers at a specific location for any part of a calendar day. The Village Manager shall have the authority to waive this fee when it is in the interest of the Village to do so.

This fee covers:
$20 to municipality and $95 to officer
If it is determined that a vehicle is needed, the Village of Ridgewood shall be paid for the use of any motor vehicle of the Police Department.
$25 per hour or any portion of an hour for use
In all cases compensation to Village police officers will occur following the full payment for services from the contracting authority. In the case of long agreements for services, officers will be paid via regular payroll as payments are received by the Village. This payroll payment process applies to any and all work under this chapter.

The following schedule of fees is hereby established with respect to licenses, permits and activities required or regulated under the provisions of various chapters of the Code of the Village of Ridgewood. Applications for and the issuance of such licenses and permits shall be subject to the provisions of the specific chapter of the Code which is indicated for each type of license or permit. § 125-3. Fees, The fee for a construction permit shall be the sum of the subcode fees listed below, rounded to the nearest dollar amount. Fees for combination rehabilitation and additions shall be computed as the sum of the fees for the additions and rehabilitations computed separately:

Building subcode fees. The building subcode fees shall be as follows:
1.
For new buildings and structures and additions:
(a)
For Occupancy Classification R-5, $0.060 per cubic foot.
(b)
For all other occupancy classifications, $0.065 per cubic foot.
(c)
The minimum fee for new buildings and/or structures and additions shall be $250.
2.
For alterations, renovations or rehabilitation, fees shall be calculated on the total estimated cost (value) of the work, including labor and materials:
(a)
For Occupancy Classification R-5, the fee shall be $26 per $1,000 of estimated value.
(b)
For all other occupancy classifications, the fee shall be $37 per $1,000 of estimated value.
(c)
The minimum fee for alterations, renovations or rehabilitation work shall be $75.
3.
Fees for combination renovations and additions shall be computed as the sum of the fees computed separately in accordance with Items 1 and 2 above.
4.
For swimming pools, the fee shall be:
(a)
Aboveground pool, $110.
(b)
In-ground pool, $325.
(c)
Swimming pool barriers and fences greater than six feet in height, $165.
5.
For retaining walls associated with:
(a)
Class III residential structures, up to 550 square feet, the fee shall be $85.
(b)
Class III residential structures, greater than 550 square feet, the fee shall be $165.
(c)
For other than Class III residential structures the fee shall be $30 per $1,000 of estimated cost; with the minimum fee for such work set at $105.
6.
Fees for signs shall be $3 per square foot of sign area, calculated on one side of double-faced signs, provided that the minimum fee shall be $100.
7.
Fees for siding and roofing shall be calculated in accordance with Item 2(a) and (b) listed above.
8.
The certificate of compliance for lead hazard abatement in accordance with N.J.A.C. 5.17 shall be $70.
9.
For radon and lead remediation, the fee shall be $75.
10.
The fee for a garden/utility shed greater than 100 square feet in area or greater than 10 feet in height shall be $75.
11.
An administrative fee of $84 for each construction permit issued for an asbestos hazard abatement project, with an administrative fee of $17 for each certificate of occupancy issued following the successful completion of an asbestos hazard abatement project.
12.
For demolition work the fees shall be:
(a)
For each principal building, $250.
(b)
For each accessory building, $100.
13.
For new duct installation as part of a heating or cooling system, the fee shall be $75.
14.
The fee to renew an expired permit shall be based on the fee schedule at the time of permit renewal.
15.
The New Jersey state permit surcharge fee shall be:
(a)
A training fee surcharge of $0.00371 per cubic foot, mandated by N.J.A.C. 5:23-4-19(b) shall be charged for new buildings and structures, and additions to existing buildings and structures.
(b)
A training fee surcharge of $1.90 per $1,000 of value of construction, mandated by N.J.A.C. 5:23-4.19(b), shall be charged for alteration, renovation or rehabilitation work to existing structures.
16.
Fees for temporary structures shall be charged a flat fee for each such structure.
(a)
Fees for each tent, hoop house, green house or membrane structure in excess of 900 square feet in area or more than 30 feet in any dimension shall be $100. Electrical permits shall be assessed separately.
(b)
For construction, sales trailers or similar structures, the fee shall be $75.
17.
The fee for a permit for the moving a structure from one lot to another or to a new location on the same lot shall be $20 per $1,000 of the sum of the estimated cost of moving plus the estimated cost of new foundations and all work necessary to place the structure in its completed condition in the new location.
18.
The minimum building subcode fee shall be $75.
b.
Electrical subcode fees. The electrical subcode fees shall be as follows:
1.
For installation or replacement of outlets, fixtures, receptacles, including lighting outlets, wall switches, fluorescent fixtures, line voltage smoke detectors, low voltage fire alarm systems, burglar alarm systems, convenience receptacles or similar fixtures, and motors (fractional HP) or other devices of less than one horsepower or kilowatt, the fees shall be calculated on the number of individual components or devices, at $5 per device, with a minimum fee of $75.
2.
For each motor or similar electrical device, the fees shall be as follows:
(a)
For one to 20 horsepower, the fee shall be $25.
(b)
For greater than 20 horsepower, the fee shall be $65.
3.
For each transformer and/or generator over one kilovolt, the fee shall be as follows:
(a)
For one to 100 kilovolts the fee shall be $65.
(b)
For greater than 100 kilovolts, the fee shall be $125.
4.
For photovoltaic systems, the fee shall be based on the design kilowatt rating of the solar voltaic system as follows:
(a)
For one to 50 kilowatts, the fee shall be $75.
(b)
For 51 to 100 kilowatts, the fee shall be $150.
(c)
For greater than 100 kilowatts, the fee shall be $675.
5.
For each electrical service entrance, the fees shall be as follows:
(a)
For up to 100 amperes, the fee shall be $75.
(b)
For 101 up to 400 amperes, the fee shall $150.
(c)
For over 400 amps, the fee shall be $175.
(d)
For each additional underground service the fee shall be $40.
(e)
For a temporary pole/construction service, the fee shall be $100.

For each electrical service subpanels, the fees shall be as follows:
(a)
For up to 100 amperes, the fee shall be $75.
(b)
For 101 up to 400 amperes, the fee shall be $150.
(c)
For over 400 amps, the fee shall be $175.

For central air conditioner units, space heater, air handlers and similar appliances, the fee shall be $65.
8.
For electric range receptacles, oven/surface unit, electric water heaters, electric dryer receptacles, dishwashers, garbage disposals, and baseboard heaters, the fee shall be $45.
9.
For motor control centers, the fee shall be $125.
10.
For swimming pools, spas, or hot tubs, the fee shall be $100; exterior lighting, subpanels, exterior outlets, etc., are priced separately.
11.
For commercial lights and poles the fees shall be as follows:
(a)
From one to 10 poles, the fee shall be $75.
(b)
From 11 to 20 poles, the fee shall be $125.
(c)
From 21 to 30 poles, the fee shall be $250.
(d)
For over 30 poles, the fee shall be $500.
12.
For the annual pool inspection the fee shall be $100.
13.
The minimum electrical subcode fee shall be $75.
c.
Plumbing subcode fees. The plumbing subcode fees shall be as follows:
1.
For installation or replacement of plumbing fixtures and devices, such as but not limited to water closets, urinals, bidets, bathtubs, showers, lavatory, sinks, floor drains, dishwashers, drinking fountains, washing machines, laundry tubs, hose bibs, backflow preventers, trap primers, plumbing stacks, garbage disposals, water softeners and other similar devices, the fee shall be $30 each.
2.
For installation or replacement of special fixtures and devices, such as but not limited to grease traps, water heaters, oil separators, water-cooled air conditioners, commercial refrigeration units, condensate lines including appurtenances, steam boilers, water boilers, commercial cooking equipment, automatic fuel shut-off devices, gas piping, sewer pumps, sewer ejectors, fuel oil piping, underground sprinkler systems, the fee shall be $75 each.
(a)
For each appliance, including but not limited to broilers, clothes dryers, deep fryers, grills, ovens, radiant heaters, steam tables or kettles, log lighters and/or fireplaces the fee shall be $30.
3.
For utility service installations and/or connections, including potable water, fire service water, sewer, and gas, the fees shall be $75 per connection.
4.
For liquefied petroleum gas tank installations, $125.
5.
For septic system abandonment, $125.
6.
For swimming pool water supply, $75.
7.
For public pool annual inspection, $100.
8.
The minimum plumbing subcode fee shall be $75.
d.
Fire protection subcode fees. The fire protection subcode fees shall be as follows:
1.
For installation or replacement of fire protection alarm systems and components, such as smoke or heat detectors, carbon monoxide detectors, horns/strobes, or other types of automatic detection, signaling or supervisory systems, the fees shall be calculated on the number of individual component devices, at $7.50 per device, with a minimum fee of $75.
2.
For the installation, replacement or relocation of fire protection sprinkler heads the fee shall be as follows:
(a)
From one to 20 heads, the fee shall be $85.
(b)
For each additional head, the fee shall be $5 each.
3.
For installation or replacement of each standpipe system, the fee shall be $250.
4.
For fire pumps the fee shall be $200 each.
5.
For preaction and dry pipe alarms and components the fee shall be $75 each.
6.
For pre-engineered extinguishing systems, such as but not limited to wet chemical, dry chemical, foam, carbon dioxide, and FM 200 systems, the fee shall be $150 each.
7.
For gas and oil-fired heat producing appliances, such as but not limited to furnaces, boilers, industrial ovens, processing equipment, water heaters, dryers, pool heaters, generators, and other similar devices, the fees shall be $75 each.
8.
For smoke control and exhaust systems, the fee shall be $300 each.
9.
For solid fueled appliances, such as wood stoves, coal stoves, premanufactured fireplaces and chimneys, the fee shall be $75 each.
10.
For commercial cooking exhaust systems, the fee shall be $125 per system.
11.
For the installation, removal, demolition or abandonment of flammable or combustible fuel storage tanks, the fee shall be $125.
12.
The minimum fire protection subcode fee shall be $75.
e.
Fee for plan review. The fee for plan review shall be 25% of the anticipated total permit fees, and may be required to be paid when the permit application and the plans are filed, and before the plans are reviewed. The amount paid for this fee shall be credited toward the final permit fees, provided that the plan review fee shall not be refundable.

There shall be an additional fee of $65 per hour or portion thereof, for review of any amendment or change to a plan that has already been released.
f.
Estimated value of work. The estimated cost (value) of work for any subcode includes all costs normally associated with the work, such as labor and materials (including those donated) and the contractor's profit. The amounts entered on the permit application forms are subject to review by the Construction Official, who may approve or modify them as he deems necessary.
g.
Special inspections. Special overtime inspections: a permit holder may request special inspections outside of the normal business workday. The fee for these inspections shall be $100 for the first hour and $25 for each additional hour. When inspection is not continuous with the business workday, the fees shall be $150 for the first hour, and $50 for each additional hour.
h.
Certificates of occupancy. For certificates of occupancy, the fees shall be as follows:
1.
For one- and two-family dwelling units, $50 per unit.
2.
For all other use groups, $100 per certificate.
3.
There shall be no charge for the first temporary certificate of occupancy issued.
4.
For each extension of the temporary certificate of occupancy for Residential Group R-5 occupancies, the fee shall be $100.
5.
For each extension of the temporary certificate of occupancy for all other occupancy classifications, the fee shall be $200.
6.
For a zoning certificate of occupancy, the fee shall be $200.

There shall be a late charge of $50 assessed in addition to the fees set forth in Chapter 145 of the Ridgewood Village Code for applicants who apply for their licenses more than 30 days after the due date, as follows:

A. 
Graydon Pool. Any person or entity that uses or rents Graydon Pool and its facilities for private/personal purposes shall pay a fee of $250 per day or any part thereof and shall be responsible for any or all costs and expenses incurred by the Village, its employees, staff or designated persons necessary for the set up, cleanup, supervision and/or support of the use and/or rental. The fee shall be payable prior to the issuance of any permit or written approval granting the usage or rental of Graydon Pool and its facilities, including a deposit in the amount of $250 to cover the additional costs as described above. Any unused portion of the deposit shall be returned to the person or entity after completion of said usage or rental within 10 days after the occurrence of said usage or rental unless otherwise notified in writing by the Village or its designee of the extenuating circumstances for the delay.
B. 
Applications for use of the Garden Room, Senior Lounge and Youth Center shall be made to the Village Manager at least 30 days in advance of the requested date on the designated application provided by the Village and are subject to review under the conditions and limitation including, but not limited to, those listed below. Payment is required at the time of approval. The date for the reservation of the use of the space will be considered open until payment is received.

Kitchen use. All classes requesting use of the kitchen facilities will be charged a flat fee of $25 per period of usage of kitchen.

All fees are due to be paid in full prior to the use of the field.
