Whenever the Fire Prevention Division shall find in, upon, around or under any building or upon any premises or other place within its jurisdiction immediate life-safety hazards to the occupants of such building or premises, an order of cease and desist shall be issued to the owner, owner-agent or person in charge of said building or premises. Immediately upon the issuance of a cease-and-desist order, the building, lot, structure or premises shall be vacated and shall remain unoccupied until such time as all life-safety violations are corrected and an order of compliance is issued by the Fire Prevention Division. Nothing in this section shall repair or remove any violation which causes the issuance of the cease-and-desist order.
