Operational departments of government shall be created or abolished by Council.
A. 
Establishment and composition of Fire Department. A Fire Department consisting of a Fire Chief and drivers is hereby established in the Borough to operate under the direction and supervision of the Borough Manager and under the immediate supervision of the Fire Chief, who shall report to the Manager.
B. 
Appointment of members and designation of officers. The aforementioned Fire Chief and drivers of the Fire Department shall be appointed by Council in accordance with the law, this chapter and any applicable labor agreements.
C. 
Records and reports. The Fire Department shall establish, maintain and preserve a system of filing and indexing records and reports in sufficient detail in order to furnish all information necessary for proper control of departmental activities and expenses and in order to form a basis for periodic reports to the Borough Manager.
D. 
Function of department. The Fire Department shall be responsible for all activities relating but not limited to the following functions:
(1) 
Prevention, control and suppression of fires.
(2) 
Coordination of fire-prevention and fire-fighting programs and services with other agencies.
(3) 
All other responsibilities and obligations that Council or the Borough Manager may from time to time assign consistent with this chapter, ordinances of the Borough and other law.
A. 
Establishment of Police Department. A Police Department is hereby established in the Borough to operate under the direction and supervision of the Mayor.
B. 
Composition. The Police Department shall be composed of a Chief of Police and any other officers and patrolmen as have been or may be appointed by Council in accordance with the law, this chapter and any applicable labor agreements.
C. 
Division of officers into classes. The Borough Police may be divided into three classes to be numbered first to third, inclusive, and upon employment of police each shall be assigned to one of said classes.
D. 
Part-time officers. There may be part-time officers to supplement the regular police force. They shall serve upon call of the Chief of Police and shall perform such duties as assigned and designated by the Chief of Police. They shall receive compensation whenever compensation is deemed payable. Such compensation is payable at an hourly rate set by Council. Part-time police officers shall not be civil service employees.
E. 
Records and reports. The Police Department shall establish, maintain and preserve a system of filing and indexing records and reports in sufficient detail in order to furnish all information necessary for proper control of departmental activities and expenses and in order to form a basis for periodic reports to the Borough Manager and Mayor.
F. 
Function of department. The Police Department shall be responsible for all activities relating but not limited to the following functions:
(1) 
General preservation of public order.
(2) 
Prevention and suppression of crime.
(3) 
Apprehension of violators of the law.
(4) 
Protection of life and property.
(5) 
Traffic and pedestrian control and safety.
(6) 
Investigation of crimes.
(7) 
Maintenance of police records and files.
(8) 
Operation of the Borough's lockup facilities if in operation pursuant to Council direction.
(9) 
Coordination of police programs and services with other agencies.
(10) 
All other responsibilities and obligations that Council or the Mayor may from time to time assign consistent with this chapter, ordinances of the Borough and the law.

A Department of Administration is hereby created in the Borough to operate under the direction and supervision of the Borough Manager.
(2) 
The Manager shall be designated as "Director."
B. 
Function and responsibility of Director. The Director shall be responsible for the effective administration and operation of the Department of Administration and all activities pertaining thereto. He shall have all powers and duties and shall be subject to all obligations and liabilities heretofore or hereafter lawfully granted or imposed by this chapter, Borough ordinance or direction of Council or other applicable law.
C. 
Records and reports. The Department of Administration shall establish, maintain and preserve a system of filing and indexing records and reports in sufficient detail in order to furnish all information necessary for proper control of departmental activities and expenses.
D. 
Function of department. The Department of Administration shall be responsible for all activities relating but not limited to the following functions:
(1) 
Labor relations and negotiations.
(2) 
Fiscal management.
(3) 
Public relations programs.
(4) 
Community group and service liaison.
(5) 
Community communications and cable television.
(6) 
Intergovernmental relations and contracts.
(7) 
Office management.
(8) 
Records maintenance and retrieval.
(9) 
Coordination of departmental operations.
(10) 
In-service training programs.
(11) 
Personnel administration.
(12) 
Capital programming.
(13) 
Code enforcement.
(14) 
Animal control.
(15) 
Building, plumbing, electrical and health inspections.
(16) 
Coordination of grant applications.
(17) 
Staff assistance to boards and commissions.
(18) 
All other responsibilities and obligations that the Borough Manager may from time to time assign consistent with law and this chapter.

The Manager shall be designated as "Director."

Appointment of Director. The Borough Manager may appoint another person as Director who shall possess the necessary qualifications for his office as established by the Borough Manager. The Director shall be appointed and removed by the Borough Manager in accordance with the provisions of this chapter.

Function and responsibility of Director. The Director shall be directly and immediately responsible to the Borough Manager for the effective administration and operation of the Department of Public Works and all activities pertaining thereto. The Director shall have all powers and duties and shall be subject to all obligations and liabilities heretofore or hereafter lawfully granted or imposed by this chapter, ordinance or direction of the Manager or law.
D. 
Records and reports. The Department of Public Works shall establish, maintain and preserve a system of filing and indexing records and reports in sufficient detail in order to furnish all information necessary for proper control of departmental activities and expenses and in order to form a basis for periodic reports to the Borough Manager.
E. 
Function of department. The Department of Public Works shall be responsible for all activities relating but not limited to the following functions:
(1) 
Maintenance of municipal buildings, equipment and functions.
(2) 
Construction and maintenance of streets and sewers.
(3) 
Erection and maintenance of parking and traffic control signals, signs and street markings.
(4) 
Coordination and direction of refuse removal and disposal.
(5) 
Maintenance of parks and open space areas.
(6) 
Maintenance of recreational facilities.
(7) 
Planting, care and removal of trees on public lands and rights-of-way.
(8) 
Direction and coordination of contractual grounds maintenance programs.
(9) 
All other responsibilities and obligations that the Borough Manager may from time to time assign consistent with this chapter and law.
