This article shall be enforced by the Borough of Ambridge Police Department and/or by the person or agency designated by Borough Council from time to time.
No person shall keep or harbor any dog, cat or other animal in the Borough so as to create offensive odors, excessive noise or unsanitary conditions which are a menace to the health, comfort or safety of the public or otherwise permit the commission or existence of a nuisance as defined hereinafter.
A. 
Any dog, cat or other animal, which, by frequent and habitual barking, howling, screeching, yelping or baying or in any other way or manner, injures or disturbs the quiet of any person or the community or which disturbs or endangers the comfort, repose or health of persons, is hereby declared to be committing a nuisance. It shall be unlawful for any owner or person having custody of such animal to harbor or permit it to commit such a nuisance.
B. 
Any dog, cat or other animal which scratches, digs or defecates upon any lawn, tree, shrub, plant, building or any other public or private property, other than the property of the owner or person in charge or control of such animal, is hereby declared to be a nuisance.
No person being the owner or in charge or control of any dog, cat or other animal shall allow or permit such animal to commit a nuisance on any school grounds, Borough park or other public property or upon any private property other than that of the owner or person in charge or control of such dog, cat or other animal without the permission of the owner of said property. Where the owner or person in charge or control of such animal immediately removes all feces deposited by such animal and disposes of same in a sanitary manner, such nuisance shall be considered abated.
Persons with defective eyesight or hearing while relying upon a dog specifically trained for these purposes shall be exempt from the operation of this article.

A. 
From and after the passage of this section, it shall be unlawful for the owner or owners of any chickens or any other fowl, horse, cow, sheep, rabbit or other animals of any kind, excepting homing pigeons and the animals hereinafter mentioned in Subsection B, to have, keep, maintain or harbor the same within the limits of the Borough of Ambridge.
B. 
It shall be lawful for any owner or owners of a cat or dog to have, keep, maintain or harbor the same, provided the cat and/or dog is a household pet and the number of said household pets does not exceed two.

No dogs, cats or other animals shall be permitted in any Borough parks, playgrounds or other places of recreation except for specific designated areas. Signs shall be posted designating the specific areas where such animals will be permitted.

Any person, firm or corporation who shall violate any provision of this article, including failure to file required reports, filing inaccurate, untimely or incomplete reports or for any other violation, shall, upon conviction thereof, be sentenced to a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation of this article continues or each section of this article which shall be found to have been violated shall constitute a separate offense.
