The Trustees of the Village of Lake Placid, pursuant to Title
IV of the Vehicle and Traffic Law of the State of New York, have designated
safety zones and parking spaces and taxicab stands for vehicles in
the public streets of the Village of Lake Placid, and have provided
traffic control signals at various street intersections for the safety
and convenience of the citizens and inhabitants of said Village which
have been marked and indicated by suitable signs, and all persons
operating or driving vehicles shall obey the rules and regulations
so prescribed; and all persons are hereby directed to use the spaces
designated for parking spaces whenever available for parking their
vehicles, and to observe the provisions of Title III of the Vehicle
and Traffic Law of the State of New York.
Parking is hereby prohibited on all highways within the Village
of Lake Placid between the hours of 2:00 a.m. and 6:00 a.m. during
the period from November 1st to April 30th. During the period from
May 1st to October 31st, all-night legal parking is permitted on all
streets except Main Street from Saranac Avenue to School Street, where
parking is prohibited between the hours of 2:00 a.m. and 6:00 a.m.
during any day of the year.
Where there are curbs, no vehicle shall be left parked, standing
or stopped on a public street or highway within the Village other
than with the right-hand wheels of such vehicle parallel to and within
12 inches of the right hand curb; where there are no curbs, no vehicle
shall be left parked, standing or stopped on a public street or highway
within the Village other than headed in the direction of lawful traffic
with the right-hand wheels of such vehicle parallel with the paved
edge of the street or highway and no more than 12 inches therefrom
toward the center of the road.

A. Emergency rules. No owner or operator of a motor vehicle shall allow
the same to remain on any affected street during an emergency due
to snow fall, flood, fire or other public emergency affecting the
normal flow of traffic.
B. Obstruction to traffic. No vehicle shall be parked or allowed to
remain upon any street in any of the following circumstances:
(1) When it is in a disabled condition so as to be incapable of operation;
(2) When its position on a street is at such an hour or in such a location
as to constitute a potential hazard or obstruction to the normal flow
of traffic or endanger public safety;
(3) When it has been left unattended for a period of more than 36 hours
after the owner or operator has been notified to remove it; or for
a period of more than 36 hours after efforts to notify the owner or
operator have proved futile;
(4) When it has been parked all night on the street in violation of §
280-2 of this chapter.
C. Removal at owner's expense.
(1) Should the owner or operator of any vehicle which is on a street in violation of the provisions of Subsections
A and
B hereof fail to remove it with reasonable expedition, such vehicle may be removed by or under the direction of a Village police officer.
(2) After such removal, the police officer may store or cause the vehicle
to be stored in a suitable place at the expense of the owner. Such
owner, or person in charge of the vehicle, may redeem the same upon
payment to the Village Clerk of the amount of all expenses actually
and necessarily incurred in effecting such removal; such charges not
to exceed $10 for removal together with any charges for storage, such
charges not to exceed $3 per day or fraction thereof.
(3) The Village Police Chief shall, without delay, report the removal
and disposition of such vehicle to the Village Clerk and it shall
be the duty of such Village Clerk to ascertain the owner of such vehicle,
or person having the same in charge, and to notify him of the disposition
of such vehicle and of the amount which will be required to redeem
same.
Any person violating any of the provisions of §
280-2 of this chapter shall be punishable for the first offense by a fine not to exceed $10 and for the second offense by a fine of not less than $10 or more than $25. The third or any subsequent offense within one year shall be punishable by a fine not exceeding $100 and such third or any subsequent offense within one year shall constitute disorderly conduct and the person violating the same shall be a disorderly person and such violation shall constitute disorderly conduct and such person shall be a disorderly person.

Any person violating any of the provisions of §§
280-3,
280-4,
280-10 and
280-21 of this chapter shall, upon conviction thereof, be punishable by a fine of not more than $50 or by imprisonment for not more than 15 days or by both such fine and imprisonment; for a second such conviction within 18 months thereafter, such person shall be punishable by a fine of not more than $100 or by imprisonment for not more than 45 days or by both such fine and imprisonment; upon a third or subsequent conviction within 18 months after the first conviction, such person shall be punishable by a fine of not more than $250 or by imprisonment for not more than 90 days or by both such fine and imprisonment.

The streets or parts of streets described in §
280-20, Schedule I, are hereby designated as one-way streets and vehicles shall proceed only in the direction indicated.

A. The intersections described in §
280-21, Schedule II, are hereby designed as stop intersections and a stop sign shall be erected at each intersection.
B. Except when directed to proceed by a police officer, every driver of a vehicle approaching a stop sign shall stop at a clearly marked stop line, but if none, then shall stop before entering the crosswalk on the near side of the intersection, or in the event there is no crosswalk, at the point nearest the intersecting roadway where the driver has a view of the approaching traffic on the intersecting roadway before entering the intersection and the right to proceed shall be subject to the provisions of Subsection
C below.
C. Except when directed to proceed by a police officer, every driver of a vehicle approaching a stop sign shall stop as required by Subsection
B above and after having stopped, shall yield the right of way to any vehicle which has entered the intersection from another street or road or which is approaching so closely on said street or road as to constitute an immediate hazard during the time when such driver is moving across or within the intersection.

A. No person shall drive a vehicle at a speed greater than is reasonable
and prudent under the conditions and having regard to the actual and
potential hazards then existing.
B. The driver of every vehicle shall, consistent with the requirements
of this section, drive at an appropriate reduced speed when approaching
and crossing an intersection or railway grade crossing, when approaching
and going around a curve, when approaching a hillcrest, when traveling
upon any narrow or winding street or road and when any special hazard
exists with respect to pedestrians or other traffic by reason of weather
or road or street conditions, including, but not limited to, a road
or street construction or maintenance work area.
C. Thirty miles per hour is hereby established as the maximum speed
at which vehicles may proceed within the corporate limits of the Village
of Lake Placid, except where the speed limit has been otherwise established
and except in those areas designated as school zones, and no person
shall operate a vehicle on any street, road or private road open to
public motor vehicle traffic at a rate of speed in excess of the maximum
speed established by this section.

D. The speed at which vehicles may proceed at or along any street or road within the Village within school zones described in §
280-22, Schedule III, is hereby established as set forth in Schedule III and no person shall drive in excess of such maximum school speed limits during any period when the beacons attached to the school speed limit signs are flashing and such sign is equipped with notice that indicates that the school zone speed limit is in effect when such beacons are flashing, provided, however that such beacons shall only flash during student activities at the school and up to 30 minutes immediately before and up to 30 minutes immediately after such student activities. School speed zones shall include that portion of the street or road that is posted to designate the zone as such for a distance not to exceed 1,320 feet on a highway or road passing a school building entrance or exit of a school abutting on the highway or road.

Upon all streets of sufficient width, a vehicle shall be driven
upon the right half of the street, except as follows:
A. When overtaking and passing another vehicle proceeding in the same
direction;
B. When overtaking or passing pedestrians, animals or obstructions on
the right half of the street;
C. When an obstruction exists making it necessary to drive to the left
of the center of the street; provided, any person so doing shall yield
the right of way to all vehicles traveling in the proper direction
upon the unobstructed portion of the street within such distance as
to constitute an immediate hazard; or
D. Upon a street restricted to one-way traffic. In addition, upon all
streets or roads, any vehicle proceeding at less than the normal speed
of traffic at the time and place and under the conditions then existing
shall be driven in the right-hand lane then available for traffic,
or as close as practicable to the right-hand curb or edge of the street
or road, except when overtaking and passing another vehicle proceeding
in the same direction or when preparing for a left turn at an intersection
or into a private road or driveway.
All vehicles shall yield the right of way to any pedestrian in a crosswalk as designated in §
280-23, Schedule IV.
No person shall move a vehicle which is stopped, standing or
parked unless and until such movement can be made with reasonable
safety, without making unreasonable noise or without marking the pavement
or roadway (except when water or ice conditions make the absence of
marking impossible).
Every person shall obey the instructions of any official traffic-control
device applicable to him placed in accordance with the provisions
of this chapter, unless otherwise directed by a traffic or police
officer, subject to the exceptions granted the driver of an authorized
emergency vehicle under § 1104 of the New York State Vehicle
and Traffic Law.

The southern/eastern terminus of Hillcrest Avenue, where it meets Olympic Drive, is hereby designated as a yield intersection and a yield sign shall be erected at such intersection. Failure to obey such yield shall be a violation of §
280-14, subject to penalties as set forth in §
280-18, as amended from time to time.
A. No person shall operate a motor vehicle unless such person is restrained
by a safety belt approved by the New York State Commissioner of Motor
Vehicles. No person 16 years of age or over shall be a passenger in
the front seat of a motor vehicle unless such person is restrained
by a safety belt approved by the New York State Commissioner of Motor
Vehicles.
B. No person shall operate a motor vehicle unless all back seat passengers
of such vehicle under the age of four are restrained in a specially
designed detachable or removable seat which meets the Federal Motor
Vehicle Safety Standards set forth in 49 CFR 571.213 or in the case
of any other passenger under the age of 10, he/she is restrained by
a safety belt approved by the commissioner.
C. No person shall operate a motor vehicle unless all front seat passengers under the age of 16 are restrained by a safety belt, or if they are under the age of four, by a specially designed detachable or removable seat as required by Subsection
B of this section.

No person shall operate a vehicle over 10 tons for the purpose
of traveling over Mill Pond Drive as a means of access to property
or places which are not located on said street, except for local deliveries.

Any person violating any provisions of this chapter shall, upon
conviction thereof, be punishable by fine or imprisonment in accordance
with and as set forth in the provisions of New York State Vehicle
and Traffic Law and the regulations thereunder. In addition to any
fine imposed, there shall be added any surcharge required to be imposed
by the State of New York.

McKinley Street is hereby restricted to vehicles weighing over
five tons so that no vehicle over five tons shall proceed over or
on said streets, except vehicles making deliveries or going to premises
located on McKinley Street or Mill Pond Drive may pass over said streets.
