The provisions of this article shall apply except when it is
necessary to stop a vehicle to avoid conflict with other traffic or
in compliance with the directions of an officer or official traffic
control device.
When official signs have been posted prohibiting, restricting
or limiting the stopping, standing, or parking of motor vehicles on
any street, no person shall stop, stand or park any motor vehicle
in violation of the restrictions stated on such sign.

The Lake Placid Village Board of Trustees is hereby designated
as the authority in the Village of Lake Placid to designate handicap
parking spaces on street and in public parking lots. The Chief of
Police is hereby designated the authority to approve handicap parking
permits for the residents of the Village of Lake Placid.
When official signs have been posted prohibiting parking during
the days and times indicated, no person shall park any motor vehicle
during the posted times.
When official signs have been posted designating a parking area
with time limits, no person shall park any motor vehicle for a longer
period of time than that designated.
When official signs have been posted designating a parking space
as a trolley stop, no person shall park, stand or stop any motor vehicle,
excluding trolleys in such designated trolley stops.

When official signs have been posted designating an area as
a loading/unloading zone, no person shall stop, stand or park any
motor vehicle in a loading/unloading zone at the times and days posted,
except for a commercial vehicle for the purpose of loading and unloading
of merchandise, goods and materials. Such parking of any motor vehicle
for a period longer than that required for loading or unloading merchandise
shall be deemed a violation of this article.
The parking of motor vehicles is hereby prohibited on all Village
streets between the hours of 2:00 a.m. and 6:00 a.m. from November
1 to April 30.
When official signs have been posted designating an area as a tow-away zone and pursuant to § 1204(b) of the New York State Vehicle and Traffic Law, as amended, and pursuant to the recommendations of the Chief of Police, the Village Board of Trustees may from time to time establish tow-away zones to protect the public health, welfare and safety of neighborhoods where illegally parked cars may cause interference with the ability of the Police Department, the Ambulance Service, or the Fire Department to respond to emergencies. A vehicle parked within a designated tow-away zone will be judged to be in violation of this section, the owner or operator of such vehicle, in addition to a fine imposed, shall pay the cost of the towing. Vehicles will be removed in accordance with Article
VI, Removal or Immobilization and Storage of Vehicles, of this chapter.

Any person who shall violate or refuse to comply with any of the provisions of this article shall be punished by a fine of $35, except for §
217-5, which shall be punished by a fine of $130, and §
217-9, which shall be punished by a fine of $50. If the fine is not paid within 30 days, a late charge of $10 will be assessed per violation.
