Within the following defined limits, none but buildings of noncombustible material and fireproof roofs shall be erected or reconstructed or removed thereinto: all that central portion of the Borough of Hanover bounded by the portions of the following streets and alleys, or within 50 feet of the boundary line of said portions of said streets and alleys farthest from the Center Square of the said Borough, to wit:
Beginning at the intersection of Baltimore Street and Walnut Street and running thence along said East Walnut Street to Locust Street, thence along Locust Street to Broadway, thence along Allewelt Alley to Chestnut Street, thence along Chestnut Street to Railroad Street, thence along Railroad Street to Park Avenue, thence along Park Avenue to High Street, thence along High Street to Frederick Street, thence along Centennial Avenue (a continuation of High Street) to West Walnut Street, thence along West Walnut Street to Baltimore Street, the place of beginning.

In the fire zone as herein established by this chapter, no building shall be constructed or rebuilt or enlarged or materially changed with materials other than brick or stone, cement block, poured concrete, or stucco over tile unless by special vote of Council, in which case a complete plan and description shall be exhibited to the Council prior to the voting thereon; provided that buildings occupied exclusively as dwellings or private garages may be constructed with brick-veneer, cement block, concrete or hard-burned brick, terra-cotta or tile; provided further, that small buildings not directly connected to larger buildings and not more than 15 feet high at its highest point, 16 feet wide and 20 feet long, may be constructed of corrugated iron, but in such small buildings no inflammable or volatile liquids shall be kept, except gasoline which may be in the tank of an automobile.
Any building or roof constructed contrary to the provisions of this chapter is hereby declared to be a public nuisance and abatable as such.
The Borough Council may issue temporary permits, revocable at any time by motion of Council, for the building of temporary wooden structures for outhouses, provided plans are first submitted to and approved by the Borough Council.
