Unless the context specifically indicates otherwise, the meanings of terms used in this Part 1 shall be as follows:
BOROUGH
The Borough of Hanover, York County, Pennsylvania.
COUNCIL
The group of elected officials acting as the governing body of the Borough.
GARBAGE
Every waste or refuse, animal, fruit or vegetable matter, liquid or otherwise, that attends the preparation, use, cooking or storage of meat, fish, fowl, fruit or vegetables.
GARBAGE GRINDING UNIT
A motorized electrical device suitable for installation under or in direct connection with a kitchen sink, that grinds garbage to such a size as to be readily waterborne and causes the discharge of such ground garbage directly into the sanitary sewer system.
Garbage grinding units may be installed, used and connected to the sanitary sewer system upon the following conditions:
A. 
Such unit may be installed or used in any restaurant, store, hotel, private home, apartment house or other similar building.

B. 
Garbage grinding units shall be of a type tested, approved and listed by the Underwriters' Laboratory, Inc.
C. 
All installations shall be made only by licensed plumbers pursuant to and in accordance with ordinances of the Borough.
D. 
No such unit shall be installed or connected to the sanitary sewer system until a permit therefor has been obtained as prescribed by ordinances of the Borough.
The charge for each garbage grinder connected to the sanitary sewer system shall be the rate as determined by the Council and established under Chapter 286, Article III, Sewer Rents.
