There is hereby established a Plumbing Board (hereinafter referred
to as the Board), to consist of five members. One member of said Board
shall be recommended by and represent the Board of Health, one member
shall be a master plumber licensed by the Borough of Hanover, one
member shall be a journeyman plumber licensed by the Borough, and
two shall represent the public. The members of the Board shall be
appointed by the Borough Council. At the first appointment, one member
shall be appointed to serve for one year, one for two years, one for
three years, one for four years and one for five years: and thereafter,
all members shall, in like manner, be appointed each year to serve
five years.
The Board shall hold its first meeting not more than 30 days
after its appointment. Thereafter, the Board shall meet whenever necessary
to carry out its duties, but in any case the Board shall hold not
less than four meetings a year, with at least one meeting being held
in each calendar quarter.
The Board shall establish standards and procedures for the qualification,
examination and licensing of master and journeyman plumbers, and shall
authorize the Borough Secretary to issue the appropriate license to
each person who meets the qualifications therefor and who successfully
passes the examination given by the Board. The Board shall elect a
Chairman and a Secretary and shall keep an official record of all
of its business.
No applicant for licensing as a master plumber shall be examined
by the Board unless he has had at least five years of practical experience
in plumbing work. No applicant for licensing as a journeyman plumber
shall be examined by the Board unless he has had at least three years
of practical experience in plumbing work.
If any person, having been appointed as a member of the Plumbing
Board, shall neglect or refuse to attend two successive meetings,
unless detained by sickness, or prevented by necessary absence from
the Borough, or if a member of the Board in attendance at any meetings
shall neglect or refuse to vote or by his withdrawal from the Board
or otherwise refuse to act in his official capacity as a member of
the Board, the Borough Council may declare his office as a member
of the Board vacant and may fill such vacancy. For such actions, a
majority of the Council shall constitute a quorum.
The Plumbing Board shall at their first organization meeting
appoint a Chairman and a Secretary of the Board, and adopt a set of
bylaws governing the administration of the Board and conduct of the
meetings. The bylaws to be adopted shall be submitted to Borough Council
for approval and ratification.
A quorum for all actions taken by the Plumbing Board shall constitute
not less than a majority of the members of the Board.
Following each meeting of the Board, and in no case not more
than two weeks following each meeting of the Board, the Secretary
of the Board shall file with the Borough Manager a copy of the minutes
of the Board meeting, together with a report of all matters, whether
informal or formal, being considered by the Board.
