A. 
It shall be unlawful for any person to establish, maintain or operate a trailer camp unless he shall have obtained a license therefor pursuant to this chapter.
B. 
It shall be unlawful for any person to permit a trailer camp to be established, maintained or operated upon any property owned or controlled by him unless such trailer park is licensed pursuant to this chapter.
C. 
No separate permit or license shall be required for individual trailers located in a duly licensed trailer camp; but it shall be unlawful for any person knowingly to locate a house trailer in an unlicensed trailer camp or to fail to remove a house trailer from a trailer camp no longer duly licensed.
D. 
All licenses for trailer camps shall expire on the 31st day of December following the issuance thereof.
A. 
Any person wishing to operate a trailer camp shall file with the Town Clerk an application in writing, signed by the applicant, containing the following:
(1) 
The name and address of the applicant; and if the applicant is not the sole owner of such trailer camp, the names and addresses of all persons beneficially interested therein and their respective interests; and if any such applicant or interested person is not a natural person, name and address of each partner, each trustee, the three principal officers of each corporation or association, and the five principal stockholders of each corporation involved, as the case may be.
(2) 
The name and address of the owner of the premises on which the trailer camp is located.
(3) 
The location of the trailer camp.
(4) 
The number of trailer spaces provided for in the plan of the camp.
(5) 
Such other information as may be required by the Town Board to show compliance with this chapter.
B. 
If the applicant is not the owner of record of the premises upon which the trailer is to be located, such application shall contain or shall be accompanied by the written consent of the owner of such premises to the issuance of such license.
C. 
Such application shall be accompanied by one copy of a duly certified map of a survey of the tract of land proposed to be used as a trailer camp, together with a correct description of said tract, by metes and bounds, tied in to the Holland Land Company Great Lot lines. Such survey shall, among other things, show the location of all existing structures on said premises and indicate the location of any such structures located outside said parcel within 1,000 feet of any boundary thereof.
D. 
Such application shall also be accompanied by one copy of a duly certified plot plan of the proposed trailer camp, drawn to a reasonable uniform scale, prepared by a duly licensed civil engineer or land surveyor on the basis of field work performed by him, which plot plan shall be submitted to and approved by the Cattaraugus County Health Department. Such plot plan shall show:
(1) 
The location, boundaries, dimensions and existing topography of the parcel together with all proposed changes of topography.
(2) 
The number, location and size of all trailer spaces and whether dependent or independent; and the location and size of all service outlets and connections therefor.
(3) 
The location, size, and electric lighting plan for roads, walks, and outdoor areas as required by this chapter.
(4) 
The location of service buildings and other proposed structures.
(5) 
The location, type, and capacity of water supply, distribution and storage, sewage treatment and disposal, surface water drainage facilities, and the method and plan of garbage disposal and removal.
(6) 
The plans and specifications for all buildings and other improvements, constructed or to be constructed, within the trailer camp.
(7) 
The plans for separate location of parking facilities for automobiles and tow vehicles.
(8) 
The plans for snow removal from driveways.
(9) 
Such other information in detail as may reasonably be requested by the reviewing authorities.
E. 
Such application shall also be accompanied by a letter or certificate from the Cattaraugus County Health Department showing that the trailer camp complies with the provisions of §§ 122-14, 122-15 and 122-17 of this chapter and with the provisions of all laws, codes, rules and regulations administered by that Department.
F. 
Notwithstanding any of the foregoing provisions of this section, such application may be filed for tentative approval without the letter or certificate required by Subsection E hereof, but no application may be approved and no license issued until such letter or certificate of approval has been filed.
A. 
Each trailer camp shall be located on a well-drained site properly cleared to insure adequate drainage and freedom from stagnant pools of water, and so located that such drainage will not endanger any water supply. It shall be in an area free from marshes or other potential breeding places for insects or rodents.
B. 
Each trailer space shall contain a minimum area of 2,800 square feet, with a minimum width of 40 feet and a minimum depth of 70 feet, and shall abut upon a driveway with unobstructed access to a public highway. Such spaces shall be clearly defined by suitable markers at each corner. No area set aside for service areas or for common use, nor any part of any service road, shall be included in the computation of the area of a trailer space.
C. 
Trailer spaces shall be so laid out, and trailers so located thereon, that:
(1) 
There shall be at least 20 feet of side and rear clearance between house trailers.
(2) 
There shall be at least 50 feet between any house trailer unit and the nearest boundary of the trailer camp.
(3) 
There shall be at least 50 feet between any house trailer unit and the nearest boundary of any highway; but in no event shall any trailer, service building or other building in said trailer camp be nearer any public highway than permanent buildings on adjoining lands.
(4) 
No more than one house trailer shall be permitted on any trailer space.
D. 
It shall be unlawful to allow any house trailer to remain in a trailer camp unless a suitable trailer space is available and such house trailer parked thereon; or to permit an independent house trailer to remain on a dependent trailer space for more than 12 hours; or to park a dependent house trailer on an independent trailer space unless the facilities required by § 122-17 hereof are available at a service building located not more than 200 feet distant.
E. 
All trailer spaces shall abut upon a driveway not less than 30 feet in width. Such driveway shall be well marked and continuous, shall connect with a public highway, and shall be improved with an all-weather surface on a suitable base to the extent of not less than 16 feet in width. All such driveways shall be maintained in a safe and adequate manner, be well marked and kept reasonably free from snow and ice at all times.
F. 
Sidewalks of not less than two feet in width shall be provided from each house trailer to the driveway or access road.
G. 
Adequate electric service outlets supplying at least 110 volts and sufficient kilowatts shall be provided for each trailer space. The installation shall comply with the standards approved by an appropriate electrical inspection person or agency, as determined by the Town and with all applicable state and local rules and regulations.[1]

H. 
All driveways, access roads, and common sidewalks and walkways shall be lighted at night with a minimum illumination of 0.6 footcandles.
I. 
Parking facilities for automobiles and tow vehicles shall be provided, adequate to accommodate at least one vehicle for each trailer unit. No automobile, trailer or tow vehicle shall be parked or allowed to stand between the center of any public highway and the nearest structure, or house trailer parked on a trailer space in the camp.
J. 
Recreation areas shall be provided in addition to the trailer spaces and parking facilities herein mentioned, and shall be restricted to recreational use. Such areas shall be protected from all highways, driveways and separate parking areas. A minimum of 100 square feet per trailer space shall be made available, in one or more places, for such recreation areas.
K. 
No rotating, flashing or variable power light, nor any floodlight or spotlight so located or directed as to interfere with or distract the users of any public highway, shall be permitted within 1,000 feet of any such highway.
A. 
An accessible, adequate, safe and potable supply of water shall be provided in each trailer camp, capable of furnishing a minimum of 150 gallons per day per house trailer space.
B. 
The water supply source, distribution and storage shall be approved by the Cattaraugus County Health Department before the house trailer camp may be occupied.
C. 
No common drinking cups or other utensils shall be permitted.
D. 
Drinking water facilities shall not be placed in any toilet room or water closet compartment.
E. 
The water system of the house trailer camp shall be connected by pipes to each independent trailer space and every service building.
A. 
All waste from showers, toilets, laundries, faucets and lavatories shall be wasted into a disposal system whose design, capacity, construction and operation are approved by the Cattaraugus County Health Department.
B. 
Each independent house trailer space shall be supplied with a satisfactory sewer connection approved by the Cattaraugus County Health Department.
C. 
All plumbing in the house trailer camp shall be installed and maintained in accordance with standards approved by the Cattaraugus County Health Department and all applicable state and local laws and regulations.
D. 
The storage, collection and disposal of refuse and garbage in the camp shall be so managed as to create no health or accident hazard, rodent harborage, insect breeding areas, or pollution of air or water, and each trailer camp shall provide sufficient equipment to prevent littering of the ground and premises with refuse and garbage, and shall provide flytight, watertight, and rodent-proof containers at conspicuous locations in and about such premises. Such depositories shall be kept at all time in a clean and sanitary condition.
E. 
No house trailer shall be located more than 100 feet from a depository meeting the above requirements.
F. 
All garbage, refuse, rubbish and the like shall be collected and removed from the said premises by the owner and operator of the trailer camp at least once weekly, and more often if required to maintain sanitary conditions.
G. 
All rodent control measures to safeguard public health as recommended by the Cattaraugus County Health Department shall be applied in the trailer camp.
A. 
Liquefied petroleum gas for cooking purposes shall not be used at individual trailer spaces, unless the containers are properly connected by copper or other suitable metallic tubing.
B. 
Gas cylinders shall be securely fastened in place.
C. 
No gas cylinder shall be located in a house trailer or within five feet of a doorway thereof.
D. 
Each trailer camp area shall be subject to the fire prevention rules and regulations of the fire company serving the fire protection district in which the trailer camp is located.
E. 
Portable fire extinguishers of a type approved by the fire company serving the fire protection district shall be kept in service buildings, the trailer camp office and such other locations as shall be approved by the said fire company, and shall be maintained in good operating condition at all times.
A. 
Each trailer camp in which any dependent house trailer is located shall be provided with at least one service building adequately equipped with flush-type toilet fixtures and other sanitary facilities required by this chapter. Separate toilet rooms and separate bathing facilities shall be provided for each sex.
B. 
No service building shall contain less than one toilet, one lavatory and one shower or bathtub for each sex, and one laundry tray.
C. 
Each house trailer camp in which any dependent house trailer is located shall provide not less than the following facilities:
(1) 
For not more than 10 dependent house trailers: one laundry tray; two water closets, one lavatory and one shower or bathtub for females; one water closet, one urinal, one lavatory and one shower or bathtub for males; and one slop-water closet, consisting of at least one flush-type toilet bowl receptacle for emptying containers of human excreta with adequate supply of hot and cold water for cleaning such containers, which shall be a separate room of a service building with a single direct opening to the outside.
(2) 
For more than 10 dependent house trailers, the following additional fixtures shall be provided: one lavatory and one shower or bathtub for each sex for every additional 10 dependent house trailers or fraction thereof; one water closet for females for every additional 10 dependent house trailers or fraction thereof; one water closet for males for every additional 15 dependent house trailers or fraction thereof, provided that urinals may be substituted for not more than 1/3 of the additional water closets required under this subsection.
(3) 
Laundry facilities shall be provided in the ratio of not less than one laundry tray and one clothes washing machine for each 30 dependent trailer spaces and shall be in a separate soundproof room or in a separate part of the service building. Adjacent to building containing such laundry facilities shall be outdoor clothes drying facilities, with suitable uprights, provided to supply at least 50 square feet drying space per house trailer space; provided, however that such facilities need not be maintained where adequate indoor heated mechanical drying equipment is made available.
D. 
Such service building or buildings shall:
(1) 
Be located at least 15 feet distant from any house trailer space, and not farther than 200 feet from any dependent trailer it is designed or intended to service;
(2) 
Be of masonry construction and adequately lighted;
(3) 
Have floors of all toilet rooms, showers, the laundry room and the room housing the slop sink for dependent trailers of concrete, tile or similar material, impervious to water, easily cleaned and pitched to a floor drain;
(4) 
Have adequate heating facilities to maintain a temperature of 70° F. during cold weather, and to supply adequate hot water during time of peak demands;
(5) 
Have all rooms well ventilated, with all openings effectively screened;
(6) 
Provide separate compartments for each bathtub or shower and water closet, and a sound-resistant wall to separate male and female toilet facilities.
A. 
In each trailer camp there shall be a building or trailer in which shall be located the office of the operator or person in charge of the camp. In each trailer camp licensed to accommodate at least 50 house trailers, or in which there are actually located at least 50 house trailers, a duly authorized agent shall be in attendance at all times. In all other trailer camps such an agent must be in attendance for at least eight hours per day between the hours of 8:00 a.m. and 10:00 p.m. Such agent must be at least 18 years of age and of good moral character.
B. 
The original or a certified copy of the trailer camp license and a copy of this chapter shall be conspicuously posted in such office and the camp register shall at all times be kept in such office.
C. 
It is hereby made the duty of the licensee and of his duly authorized agent in attendance to:
(1) 
Register of guests or occupants.
(a) 
Keep at all times a register of all guests or house trailer occupants (which shall be open at all times for inspection by Town, county, state and federal officers) showing the following:
[1] 
Name and address of each occupant.
[2] 
Date of arrival.
[3] 
Name of owner of the house trailer.
[4] 
Make of house trailer.
[5] 
State in which trailer is registered.
[6] 
Registration number of house trailer.
[7] 
Year of issue of registration.
(b) 
And, in addition, for each house trailer being propelled by an automobile or tow vehicle to which it may be attached, the following:
[1] 
Name and address of the owner of such vehicle.
[2] 
Make of vehicle.
[3] 
State in which vehicle is registered.
[4] 
Registration number of vehicle.
[5] 
Year of issue of registration.
(2) 
Maintain the camp in a clean, orderly and sanitary condition at all times and to provide for cleaning, painting, repairing, and disinfecting of all permanent buildings.
(3) 
See that the provisions of this chapter are complied with and enforced, and report promptly to the public health authorities any communicable diseases in the camp.
(4) 
Prohibit the residence in any house trailer of a greater number of persons than it is designed to accommodate.
(5) 
Prohibit the use of the camp for more house trailers than the camp is licensed to accommodate.
(6) 
Use reasonable diligence to prevent the committing of any nuisance on the camp premises, and to report immediately to the proper authorities all acts of disorderly character committed by any person inside the camp.
D. 
The licensee shall provide suitable and adequate telephone facilities for use in case of fire or other emergency, and it is hereby made the duty of the licensee and of his duly authorized agent in attendance to see that such telephone facilities are accessible at all times.
Any person holding a trailer camp license may apply for renewal of such license by filing an application complying with the requirements of § 122-12A of this chapter, accompanied by a statement that no alterations have been made in the plan of the trailer camp since the date of the most recent map thereof filed with the Town Clerk, and accompanied by the letter or certificate referred to in § 122-12E.
No trailer camp license may be transferred without the approval of the Town Board. The transferor and the transferee shall jointly file an application complying with the requirements of § 122-12A of this chapter, accompanied by the letter or certificate referred to in said § 122-12E.
A. 
No trailer camp may be altered or modified without first obtaining a permit to do so.
B. 
The person holding the trailer camp license shall file with the Town Clerk an application in writing, signed by him, containing the following:
(1) 
The name and address of the applicant.
(2) 
A statement of what alterations be proposes to make.
(3) 
The number of trailer spaces in the camp after the proposed alterations.
C. 
Such application shall be accompanied by one copy of the plot plan of the proposed altered plan of the trailer camp complying with the provisions of § 122-12D of this chapter, clearly indicating the proposed changes.
A. 
No trailer camp license may be issued, renewed or transferred and no permit to alter a trailer camp may be issued until investigation has been made as to the applicant and the facts stated in the application sufficient to satisfy the Town Board that the applicant is a proper person to be issued a license and that the premises to be licensed and the business conducted thereat are being maintained and conducted according to the provisions of this chapter and of the laws, ordinances, rules and regulations applicable thereto.
B. 
The Town Board, before approving any application for a trailer camp license or for a permit to alter a trailer camp, may require a final survey to verify conformity to the plot plan submitted with the application for such license or permit. Such final survey shall show that exact location of all construction features and improvements actually in existence and all changes of grade, including but not limited to those shown on the plot plan filed with the application.
