There is hereby established the O'Fallon Parks and Recreation Advisory Board, the members of which shall be appointed by the Mayor with the approval of the City Council and shall consist of eight (8) members. The eight (8) members will be comprised of one (1) appointed from each ward and the remaining appointments designated at large. Members appointed to the Parks and Recreation Advisory Board must be citizens chosen with reference to their fitness for such office. No member of the City Government shall be a member of said Parks and Recreation Advisory Board.

A. 
Members of the O'Fallon Parks and Recreation Advisory Board shall hold office from the first of May following their appointment. They shall be appointed for a term of three (3) years, except that those appointed at the first meeting shall cast lots for their respective terms, three (3) members to serve three (3) years, three (3) members to serve two (2) years, and two (2) members to serve one (1) year. Annually the Mayor shall appoint three (3) members who shall hold office for three (3) years and until their successors are appointed.
B. 
The Mayor may, by and with the consent of the City Council, remove any member of the Parks and Recreation Advisory Board for misconduct or neglect of duty.
C. 
Vacancies occasioned by removal, resignation or otherwise shall be reported to the City Council by the Mayor, and shall be filled in like manner as original appointments for the balance of the unexpired term. No member shall receive compensation as such.
D. 
It is hereby declared the policy of the City Council that one (1) to (2) member(s) of the City Council chosen by the Council from time to time shall attend Parks and Recreation Advisory Board meetings to act as a non-voting liaison.

The Parks and Recreation Advisory Board shall, immediately after the appointment, meet and organize by the election of one (1) member as Chairman, a Vice Chairman and Secretary. The Parks and Recreation Advisory Board may make and adopt such bylaws, rules and regulations for its own guidance and proceedings as may be expedient.

A. 
The Parks and Recreation Advisory Board is intended primarily to offer to the Mayor and City Council both a user's special focus and a citizen's perspective to augment City staff expertise on matters dealing with parks and recreation activities as the Mayor and Council allocate funds and set City priorities. To that end and in that context the Board shall have the following duties and responsibilities:
1. 
To generally advise City staff and the Mayor and Council on all aspects of the City's parks and recreation activities as requested.
2. 
Consider and make recommendations on the acquisition, renovation, upgrade, replacement, demolition or deacquisition of parks and recreation facilities of the City.
3. 
Coordinate public engagement on, and make a recommendation to the Mayor and City Council regarding adoption of, the City's Parks and Recreation Master Plan and such updates or revisions thereto as may be appropriate from time to time.
4. 
Consider and make recommendations regarding the array of programming offered at the City's parks and other recreation facilities.
5. 
To serve as a resource to evaluate and make recommendations to City staff and the Mayor and Council with respect to such proposals touching upon park and recreation issues as may be referred to the Board from time to time.
6. 
To receive and consider public comment and suggestions on park and recreation matters, and to assist in disseminating to residents and the public the City's perspective and judgment with respect to such matters.
7. 
To perform such other duties and undertake such other assignments as may be requested by the Mayor and City Council.
