There is hereby created a Senior
Resident Advisory Committee for the City of O'Fallon, Missouri, to
consist of eight (8) voting members, one (1) from each Ward and three
(3) at large, appointed by the Mayor with the consent of the City
Council, and one (1) member of the City Council selected by the Council.
At large members need not be residents of O'Fallon but shall be residents
of St. Charles County and be individuals who are knowledgeable in
the subject matter of senior living/lifestyle. The Mayor, or the Mayor's
designee, from time to time, shall be an ex officio member of the
Committee and shall be entitled to be present and participate in all
meetings of the Committee but shall have no right to vote in the deliberations
of the Committee.

A. Initially, four (4) citizen members of
the O'Fallon Senior Resident Advisory Committee shall serve for a
term of two (2) years, and the remaining four (4) citizen members
shall serve for a term of one (1) year, with successor terms of two
(2) years.
B. The terms of the original members appointed
to the Committee shall be decided amongst themselves or by a drawing
of term. All original members and committee members thereafter may
be reappointed if in good standing and approved by the Council.
C. The City Council member shall serve a term
of one (1) year.
D. The terms of all members shall expire on
April thirtieth (30th) of the appropriate year of their term and when
a successor is appointed and qualified. Members may be reappointed
by the Mayor with the consent of the majority of the Council.
E. The Mayor may, with the consent of a majority
of all the members serving on the Council, remove any member from
office at will, and any such member may also be so removed by a two-thirds
(2/3) vote of all the members serving on the Council, independently
of the Mayor's approval or recommendation.
F. Vacancies occasioned by removal, resignation
or otherwise shall be filled in like manner as original appointments
for the balance of the vacant term.
G. No Committee member shall receive compensation
for performing the duties of the office.

The Committee shall designate one
(1) of the citizen members of the Committee as its Chairman. The Chairman
shall be appointed for a term of one (1) year to expire on April 30
and until a successor is appointed and duly qualified. The Chairman
shall preside at all meetings of the Committee.

A. Regular meetings of the Committee shall
be held quarterly. The Committee may meet in special meetings at such
additional times as may be set by the Chairman or the majority of
the Committee. The Chairman may also cancel a regularly scheduled
meeting due to lack of a quorum or business. Meetings canceled due
to lack of a quorum may be rescheduled by the Chairman as necessary.
B. All meetings of the Committee shall be
open to the public unless otherwise authorized by law.

A. The Senior Resident Advisory Committee
shall have the authority and responsibility to do the following:
1.
To advise the Mayor, City Council
and City Administrator regarding senior citizen issues within the
City.
2.
To study, assess and render advice
on plans and programs of the City related to senior City residents
and to bring forth issues and concerns to better service these residents
to the elected officials.
B. Nothing contained in this Article shall
give the Committee any power, either directly or indirectly, to exercise
any authority, direction or control over City property, monies or
any employee thereof.
C. Nothing contained in this Article shall
give the Committee the authority to make any changes to any ordinances,
policies, practices or procedures of the City.
