The City Traffic Engineer is authorized to regulate the timing
of traffic signals so as to permit the movement of traffic in an orderly
and safe manner at speeds slightly at variance from the speeds otherwise
applicable within the district or at intersections and shall erect
appropriate signs giving notice thereof.

A. The
speed limit on all streets shall be twenty-five (25) m.p.h., unless
otherwise posted and provided for in Schedule I of this Title.
B. The
speed limitations on all shopping center parking areas or other semi-public
places used or maintained for the public for vehicular traffic shall
be ten (10) m.p.h.
C. The
State traffic laws regulating the speed of vehicles shall be applicable
upon all streets within the City. Certain speed regulations shall
be applicable upon specified streets or in certain areas, in which
event it shall be unlawful for any person to drive a vehicle at a
speed in excess of any posted speed limit so declared when signs are
in place giving notice thereof.

A. For
purposes of this Section, Keep Kids Alive Drive 25® Special Enforcement Areas are any public or private roadways
or streets where the speed limit has been established at twenty-five
(25) miles per hour and Keep Kids Alive Drive 25 ®signs
are posted.
B. Upon
conviction or a plea of guilty to a moving violation in a Keep Kids Alive Drive 25® Special Enforcement Area,
any violator shall pay a fine at least double that set for such violation
on the schedule of the Violations Bureau otherwise established, but
in no event to exceed one thousand dollars ($1,000.00).
C. The
City Traffic Engineer is authorized to designate Keep Kids
Alive Drive 25® Special Enforcement Areas and post or
provide for the posting of appropriate signs on the basis of such
engineering and traffic investigation as he or she shall deem appropriate.
D. Damage
to, defacement of or unauthorized removal of signs relating to Keep Kids Alive Drive 25® Special Enforcement Areas
shall not relieve a violator of the additional penalty provided by
this Section unless the violator is not a resident of Hazelwood and
has not been within the limits thereof for a continuous period of
more than forty-eight (48) hours. The burden of injecting the issue
as to the applicability of the exception provided by this Subsection
shall lie with the alleged violator.
