A. Composition—Membership—Organization.
1. The
City Plan Commission shall consist of nine (9) members to be appointed
by the Mayor and City Council. Each member shall serve a term of three
(3) years, and until a successor is appointed and qualified. The City
Manager shall appoint a member of the City staff to serve as Commission
liaison.
2. Members
of the Commission shall be registered voters of the City and shall
hold no other office or position in City Government, except on short
term, interim study committees.
3. The
Council shall make every effort to appoint persons with a demonstrated
interest in planning and zoning of the City.
4. Of the
two (2) additional members appointed to the Commission in 1997, the
Council shall designate one (1) member to serve for a period ending
June 30, 1998, and one (1) member to serve for a period ending June
30, 1999. Thereafter, all appointments shall be for a period of three
(3) years.
5. In the
event of the death or resignation of a member, a successor shall be
appointed by the Council to serve for the remainder of the unexpired
term for which the member had been appointed.
B. Chairman And Co-Chairman. The Commission shall elect a Chairman
and a Co-Chairman from the appointed membership of nine (9). Said
Chairman and Co-Chairman shall each serve a term of one (1) year and
be eligible for reelection.
C. Secretary. The Secretary of the Commission shall be appointed
by the City Manager, and shall:
1. Be responsible
for publication, distribution and posting of agendas prior to each
meeting.
2. Take
minutes of each City Plan Commission meeting, recording votes taken.
After approval, these minutes shall be filed in the City Clerk's office.
3. Be responsible
for publication and distribution of copies of the approved minutes,
reports and decisions of the Commission.
4. Advise
the Mayor and City Council of vacancies and expiring terms on the
Commission.
D. Compensation—Expense Reimbursement. Commission members
shall serve without compensation, but shall be reimbursed for expenses
they incur while on Commission business, provided receipts are furnished
and such expenses have been authorized by the City Council.
E. Powers And Duties. The Commission shall have those powers
and duties as specified in the City Charter and such additional powers
and duties as may be provided by ordinance.
