A. It
shall be unlawful for any person operating any premises where food,
beverages, entertainment and/or use of the facility are sold or provided
for compensation, who does not possess a liquor license for the sale
of intoxicating liquor, to permit drinking or consumption of intoxicating
liquor on or about the premises without having a license for the consumption
of liquor.
B. The
drinking or consumption of intoxicating liquor shall not be permitted
by any person in, upon or about the premises for which a consumption
license has been issued pursuant to State law or this Article after
the hour of 1:30 A.M. or before 6:00 A.M. on any day.
C. After
securing a consumption liquor license, the owner of such premises
where food, beverages, entertainment and/or use of the facility are
provided for compensation may not sell, serve or give away intoxicating
liquor but may allow others who use such premises to consume same
on the premises.
D. Consumption
licenses under this Article shall be limited to one (1) license for
each twenty-seven thousand (27,000) inhabitants or fraction thereof.
E. Any violation of the provisions contained in this Section shall be sufficient grounds upon which to revoke the license. See Article

All applications for licenses pursuant to the provisions of
this Article shall be addressed to the Council and shall be delivered
to the City Clerk together with such supporting proofs as may be required
by the provisions of this Article or any rule, regulation, order or
direction of the Council.

A. A consumption
liquor license is one which permits a person operating a business
where food, beverages, entertainment and/or use of the facility are
provided for compensation to allow others who use such premises to
consume intoxicating liquor, but the licensee may not serve or give
away intoxicating liquor.
B. Fee. The annual fee for each consumption liquor license
shall be three hundred dollars ($300.00).
