A. A regular
election for the choice of elective municipal officials shall be held
annually on the first (1st) Tuesday after the first (1st) Monday in
April, or on such other date as may hereafter be required by State
Statute.
B. The
City Council may by resolution, call, set the time of, and provide
for holding special elections.

A. Dates
for the beginning or opening of filing for election to local public
office shall be posted and published in a newspaper of general circulation.
Such notice shall also contain the ending or closing date for such
filing.
B. The
City Clerk shall not accept any nominating petitions prior to the
opening time and date, nor subsequent to the closing time and date
as set forth in the published notice.
C. The
closing date for filing shall be twenty-four (24) hours prior to the
time and date that the St. Louis County Board of Election Commissioners
requires the nominating petitions to be submitted to them.
D. Nominating
petitions shall be filed with the City Clerk at the City Hall during
regular business hours not earlier than the fourth (4th) Monday before
the last day by which the City Clerk must notify the Board of Election
Commissioners concerning such election nor later than the day before
the last day which the City Clerk must make such notification. The
City Clerk shall notify a candidate of any insufficiency in a nominating
petition within twenty-four (24) hours after the City Clerk may receive
notice from the Board of Election Commissioners whether or not the
nominating petition is sufficient. Within the regular filing time
for filing petitions, new or supplemental petitions may be filed for
the same candidate.

A. Prior
to filing, each candidate shall obtain from the City Clerk a Petition
for Nomination, an Affidavit of Qualifications, and a Declaration
of Candidacy forms.
B. All
must be completed and submitted by the candidate in person to the
City Clerk at the time of filing.
C. Filing
forms may be obtained at any time during normal working hours at the
office of the City Clerk.

A. Names
shall appear on the ballot in the order in which the candidates filed
for office.
B. In
order to determine this order and realizing that past practice has
involved queuing of candidates and surrogates in advance of the filing
date, the following rules govern the order of filing acceptance by
the City Clerk.

1. Queuing for ballot position shall be in an area designated by Administration.
2. Queue positions shall follow the order in which the candidates sign
their names on the posted "Pre-Filing Candidacy List." Candidates
shall be considered present in the queue, provided that they or their
surrogates are continuously present in the designated area, from the
time of signing the posted list, until the time that their completed
filing papers are received by the City Clerk. Candidates failing to
meet the above requirement shall lose their position and must return
to the end of the line.

The City Clerk shall post and maintain the Pre-Filing Candidacy
List of potential candidates by 8:00 A.M. CT on the day immediately
preceding the filing opening date.

A. Since
queuing involves some disruption to normal City routine, the following
rules apply to conduct within and upon City premises and the use of
City equipment:
1. No alcoholic beverages may be permitted.
2. Radios and tape players will not be permitted during business hours.
After business hours, they may be permitted, but only at reasonable
or normal sound volume.
