All ordinances hereafter passed by the City Council shall have a title indicating the nature and object thereof.

The style of ordinances of the City shall be: "Be it ordained by the Mayor and City Council of the City of Chillicothe, Missouri", but may be entitled, when the ordinances are published in book or pamphlet form, as prescribed by ordinance.

Every ordinance imposing a fine, penalty or imprisonment or forfeiture for violation shall, after passage thereof, be published in the official newspaper of this City and proof thereof by the affidavit of the printer or publisher of such newspaper taken before any officer authorized to administer oaths and filed with the City Clerk, or any other competent proof of such publication shall be conclusive evidence of the legal publication and promulgation of such ordinance in all courts and places.

A. 
The City Council may from time to time provide for the compilation, revision or codification of the general and permanent ordinances of the City and the publication in book form thereof and may provide for keeping the same up-to-date by supplements to permanently bound books or by insertion of amending or new ordinances in looseleaf binders.
B. 
For the purposes of this Section, the word "codification" shall include the compilation of ordinances, the changing of such Sections as are deemed advisable, the omission of such Sections as are deemed unnecessary and the addition of new provisions as desired; the passing of changed and new provisions may be according to subject matter as separate ordinances or the adopting of the whole by an adopting ordinance and publication in permanently bound or looseleaf book.
C. 
The penalties for the violation of any provision of such codification shall be as set forth in the adopting ordinance and in such codification.
D. 
All ordinances passed by the City Council shall be in force from and after passage thereof unless it be otherwise provided.

All ordinances passed by the City Council and requiring publication shall be in force from and after publication thereof unless it be otherwise provided. Ordinances not requiring publication shall take effect and be in force from and after their passage, unless it shall therein otherwise be provided expressly.

The City Clerk shall forthwith file in his/her office all the original ordinances which have been passed and approved by the Mayor and City Council and shall file and maintain the same in the office of the Clerk. It shall be the duty of the City Clerk to see that all ordinances requiring publication be published in the official newspaper of the City and shall note said date of publication on the original ordinance kept on file in the office of the City Clerk.
