A. The Council
shall be authorized to enact a Personnel Policies Handbook which shall
set forth the rules and regulations pertaining to the employees of
the City. Said handbook may, from time to time, be amended, repealed
or otherwise modified by the Council.
B. There
is a revised issue of the "Personnel Policies Handbook" dated September,
2009, concerning general issues of employment by personnel in the
administrative departments, Police Department, Emergency Services
Department, Street Department, golf course, Park Department and airport
of the City of Chillicothe, Missouri. Said handbook and the rules
and regulations set forth therein shall not apply to employees of
the City of Chillicothe who are in the Municipal Utilities Department.

A. A certain
document, two (2) copies of which are on file in the office of the
City Clerk, designated Model Substance Abuse Policy is hereby adopted
as the Substance Abuse Policy of the City of Chillicothe, Missouri.
B. The regulations,
provisions, conditions and requirements of said policy are hereby
referred to, adopted and made a part hereof as if fully set forth
in this Section with the additions, insertions, deletions and changes,
if any, prescribed in this Article.
C. In the
event of any conflict between the policy adopted herein and the applicable
provisions of the Code of Ordinances, State law or City rules or regulations,
the provisions of said Code of Ordinances, State law or City rules
and regulations shall prevail.
D. Whenever
XYZ Transit System or any derivative is used or indicated, it shall
be construed to mean the City of Chillicothe, Missouri.

A. As required
by Federal law (5 USC 1501 — 1508), the City of Chillicothe
hereby adopts the following political activity policy:
1. Employees.
a. "Employee" shall mean an individual employed by the City
of Chillicothe whose principal employment is in connection with an
activity which is financed in whole or in part by loans or grants
made by the United States or a Federal agency, but does not include:
(1) An individual who exercises no functions in connection with that
activity;
b. An
employee, as defined above, of the City of Chillicothe may not:
(1) Use his/her official authority or influence for the purpose of interfering
with or affecting the result of an election or nomination for an office;
and
(2) Directly or indirectly coerce, attempt to coerce, command or advise
a State or local officer or employee to pay, lend, contribute anything
of value to a party, committee, organization, agency or person for
political purposes; and
c. An
employee, as defined above, may:
(1) Retain the right to vote as he/she chooses.
(2) Express his/her opinions on political subjects and candidates.
2. Elected officials. This policy does not apply to elected
City Officials.
