There is hereby established within the City a citizens advisory
board known as the Tree Board. The purpose of this Board is to provide
citizen input, advice and recommendations to the Mayor and City Council
regarding policy relating to the care, preservation, pruning, planting,
replanting, removal or disposition of trees and shrubs in parks, along
streets and in other public areas. When requested by the City Council
this Board shall consider, investigate, make findings and recommendation
and report upon any special matter of question coming within the scope
of their mentioned area of responsibility.

The Tree Board shall consist of five (5) members of which shall
be the current members of the City Park Advisory Board.

The term of the five (5) members which are also members of the
City Park Advisory Board shall be concurrent with their respective
terms on the City Park Advisory Board.

In case of a vacancy, the vacancy shall be filled in the same
manner as the original appointment was made, but the vacancy shall
be filled only for the unexpired term of such vacating member.

At the first (1st) meeting of this Board and annually in January
of each year thereafter, this Board shall elect one (1) of their members
as President and also elect a Secretary and such other officers as
the Board may deem necessary.

A. It
shall be the duty and responsibility of this Board to:
1. Study, investigate, educate, counsel and develop or update no less
than annually a program for the care, preservation, pruning, planting,
replanting, removal or disposition of trees and shrubs in parks, along
streets and in other public areas. Such a plan shall constitute the
official Community Forest Program of the City of Chillicothe, Missouri;
2. Make recommendations to the City Council for the adoption of ordinances,
rules and regulations for the governance of the care, preservation,
pruning, planting, replanting, removal or disposition of trees and
shrubs in the parks, along streets and in other public areas;
3. Review, grant or deny request for exemption from tree and shrub planting
and care ordinances;
4. Establish an official street tree species for the City of Chillicothe,
Missouri; and
5. Perform such other duties as may be designated within this Article
and as may from time to time be assigned by the City Council.

This Board shall meet at least quarterly, unless additional
meetings are deemed necessary by the Board President or a majority
of the Board. A majority of the members shall constitute a quorum
for the transaction of business.

The head of the City Parks Department, the City Parks Department
employees and the City Administrative Officer, City Code Enforcement
Officer, City Utilities General Manager will provide such information
and assistance to this Board as is reasonably necessary for the Board
to carry out its duties.
