This zone is established to protect and enhance vital natural resources, to maintain a buffer between incompatible land uses, to restrict development in areas not suitable or capable of sustaining such development while allowing certain uses which are not detrimental to the land.

A. 
The following are permitted uses in the "O-I" Zone.
1. 
Permanent open space including, but not limited to, parks, forests and game preserves.
2. 
Soil and water conservation programs.
3. 
Public non-commercial recreational uses including trails.
4. 
Harvesting of crops as an agricultural pursuit.
5. 
Production and harvesting of forest crops, forest management activities including planting, culture, thinning and harvesting of trees.
6. 
Temporary forest processing activities including portable sawmills, debarking and chipping facilities and temporary yarding areas.
7. 
Fire and water towers and related facilities.
8. 
Wayside rest stations.
9. 
Outdoor sports.
10. 
Sewage lift station and public utilities facilities.
11. 
Other uses, similar to those listed above, which clearly reflect the purpose and intent of the open space zone.

A. 
Customary accessory uses are permitted, provided such uses are clearly incidental to the principal use. Such accessory uses include, but are not limited to, the following:
1. 
Parking areas complying with applicable regulations set forth in Article V, Division 4, Sections 405.1490 et seq. of this Chapter.
2. 
Signs, on-site, complying with applicable regulations set forth in Article VI, Sections 405.1530 et seq. of this Chapter.
3. 
Other accessory uses clearly incidental to the principal use.

A. 
Uses authorized upon issuance of a conditional use permit include, but are not limited to, the following:
1. 
Storage building used with permitted uses listed in Section 405.780.
2. 
Utility corridors and related facilities including, but not limited to, transmission towers and lines, microwave relay towers, substations and pipelines.
3. 
Necessary facilities for the production of electric power including, but not limited to, dams, reservoirs and power plants. Projects requiring mandatory review by the Missouri Public Service Commission shall be exempt from conditional use review.
4. 
Borrow pits and related facilities including, but not limited to, portable crushing, screening and batching equipment except as provided in the permitted uses listed in Section 405.780.
5. 
Signs, off-site, complying with applicable regulations set forth in Article VI, Sections 405.1530 et seq. of this Chapter.
6. 
Other uses similar to those listed in this Section and approved by the Planning and Zoning Commission.

Areas designated as flood plain under the Federal Flood Insurance Act or by the City Planning and Zoning Commission after a land survey has been completed shall be restricted from development and from construction of structures designed for year-round residential habitation. All new structures or modifications to existing structures within the designated flood plain shall have a low flood damage potential and shall not unduly impede the flow of potential floodwaters. The City Planning and Zoning Commission may require that buildings constructed in the designated flood plain areas of Chillicothe after the date of adoption of this Chapter can be floodproofed in a manner designed to minimize the potential for flood damage.

Minimum Lot Width: 100 feet.
C. 
Maximum Lot Coverage (Including Accessory Structures): 25%.
D. 
Lot Line Setbacks.
1. 
Front yard: 50 feet (all structures).
2. 
Rear yard: 25 feet (all structures).
3. 
Side yard: 25 feet.
E. 
Maximum Building Height: 35 feet or 3 stories.
