Space for off-street loading and unloading of vehicles shall be provided for every building used or designed for commercial, industrial, manufacturing or warehousing purposes. One (1) such space shall be provided for every ten thousand (10,000) square feet of floor area or fraction thereof and such spaces shall be a minimum of ten (10) feet in width, thirty-five (35) feet in length and fourteen (14) feet in height.

A. 
Off-street automobile parking or storage space shall be provided on every lot on which any new structures are hereafter established. Such space shall be provided with vehicular access to a street or alley and such space shall be provided with a suitable area for vehicle turnaround so as to be required open space associated with the permitted use and shall not thereafter be reduced or encroached upon in any manner. When a structure is enlarged, the required off-street parking space shall be provided for the enlarged portion. If a use is changed to a different use requiring more space, the additional amount of parking area shall be provided. In addition, the following minimum standards shall apply.
1. 
An off-street parking space shall comprise an area with minimum dimensions of ten (10) feet by eighteen (18) feet plus necessary maneuvering space; total area for parking and maneuvering shall not encroach upon any public right-of-way.
2. 
Cosmetology/hair care. Two (2) parking spaces for each chair.
3. 
Residential dwelling. Two (2) parking spaces for each unit.
4. 
Day care and preschool operations in residential structures, provided State of Missouri Statutes, regulations and licensing requirements are met, must provide one (1) off-street parking space per employee and one (1) off-street parking space for dropping off and picking up children be provided.
5. 
Tourist accommodations. One (1) parking space for each room or unit.
6. 
Theater, stadium, auditorium, church or other places of public assembly. One (1) parking space for each five (5) seats, based on maximum seating capacity.
7. 
Hotel and/or motel. One (1) parking space for each two (2) guest sleeping rooms. Includes nursing homes.
8. 
Stores and other retail business establishments. One (1) parking space for each two hundred fifty (250) square feet of total floor area.
9. 
Office buildings. One (1) parking space for each two hundred (200) square feet of office floor area.
10. 
Industrial, manufacturing or wholesale establishments. One (1) parking space for each four hundred (400) square feet of gross floor area or for each five (5) workers, based on peak employment and adequate space for loading and unloading all vehicles used incidental to the operation of the industrial or manufacturing establishment.
11. 
Restaurants, supper clubs, taverns and bars. One (1) parking space for each five (5) seats, based on maximum seating capacity.
12. 
Off-street parking areas, whether public or private, for more than five (5) vehicles shall be effectively screened by a fence, wall or evergreen plant material, if visible from a residential district. All public or private parking areas shall be separated from the right-of-way of any public road or street by means of a sod strip not less than three (3) feet in width between the right-of-way and the parking area.

Such space shall be provided with vehicular access to street or alley and shall be considered required open space associated with the permitted use. It shall not be reduced or encroached upon in any manner after the use is established. Where such space cannot be reasonably provided on the same lot with the principal use, the Council, with the approval of the Planning and Zoning Commission, may permit such space to be located on other off-street property if the space is within five hundred (500) feet of the permitted use measured along lines of public access.

A. 
In any commercial or industrial district, space for parking and loading vehicles shall be provided on the same lot for every building used or designated to used for commercial purposes and any required yard may be used for that purpose. One (1) loading space at least fourteen (14) by thirty (30) feet shall be provided for each twenty thousand (20,000) square feet of floor area in the building. Where such space is completely enclosed within a building by walls and doors which close, a height clearance of at least fourteen (14) feet shall be provided. Where such space is located wholly or in part outside of the building and is not completely enclosed, a height clearance of at least fourteen (14) feet shall be provided. Where approach ramps are sloped so as to necessitate clearance in addition to that herein specified, this clearance shall be adequate to allow the free passage of a semi-trailer fourteen (14) feet in height and with a wheel base of twenty-one (21) feet. These requirements may be increased, modified, or waived by variance where conditions or circumstances justify such action.
1. 
Loading spaces shall not be considered a part of any area used for off-street parking purposes.
2. 
No permitted or required loading space should be closer than fifty (50) feet to any residential district, unless such space is completely enclosed or adequate screening of a wall, fence, or shrubbery of at least six (6) feet in height is provided.
3. 
Surfaces. All zones other than residential zones.
a. 
Unless otherwise required by law and subject to Subsections (3)(d) and (3)(i) below, all driveways, loading zones, and parking lots in any zone other than residential zones in existence on any lot as of the date of the passage of this Section are exempt from the building specifications requirements of this Section regarding driveways, loading zones, and parking lots surfaces, until (i) there is a building addition on the lot equal to twenty-five percent (25%) or greater of the size of the building as of the date of this Section, or (ii) there is any expansion of a parking lot, loading zone, or driveway on such lot, at which time all parts of the parking lot, loading zone, or driveway expanded shall comply with the building requirements of this Code.
b. 
Except (i) as provided in Subsections (3)(d) and (i) below, and (ii) if concrete or asphalt surfaces are required by the City Fire Department for public safety purposes, surfaces for driveways, loading zones, and parking lots may be constructed of gravel, pavers, concrete or asphalt. If driveways, loading zones, or parking lots are of gravel construction, the construction must have (a) a four (4) inch layer of base rock compacted, (b) one (1) inch or smaller surface rock, and (c) a barrier around the graveled area, which may be a low brick retaining wall, concrete curb, or a three (3) foot grass area. All parking lots are to be maintained to a smooth surface with ruts or pot holes no deeper than two (2) inches and are to be grass and weed free. On gravel lots, parking bumpers are to be installed to delineate parking spaces required by ordinance and shall be of sufficient number for the spaces required by ordinance.
c. 
Storage lots may be constructed of grass, gravel, pavers, concrete or asphalt. If constructed of gravel, the construction must have (a) a four (4) inch layer of base rock compacted, (b) one (1) inch or smaller surface rock, and (c) a barrier around the graveled area, which may be a low brick retaining wall, concrete curb, or a three (3) foot grass area. All storage lots are to be maintained to a smooth surface with ruts or pot holes no deeper than two (2) inches and are to be grass and weed free.
d. 
All parking areas, loading zones, or driveway in any zone required to be a hard smooth surface to meet ADA requirements will be surfaced with concrete or asphalt.
e. 
All parking spaces are to be nine (9) feet in width and twenty (20) feet in length.
f. 
Wheel stops shall be installed at least thirty (30) inches from an adjacent sidewalk, fence, or walls for each parking space, unless design features prohibit a vehicle from obstructing a sidewalk or making contact with a fence or wall.
g. 
Surfaces of gravel parking lots which are not maintained as a smooth surface with ruts or pot holes deeper than two (2) inches, and gravel parking lots with grass or weeds, are hereby declared a nuisance and shall be subject to the provisions of the Code for nuisance violations.
h. 
A lot owner or tenant of a lot with gravel parking areas, loading zones, or driveways may store not more than ten (10) tons of gravel on such lot for use in filling pot holes or ruts, provided that all storage piles shall be located behind or on the side of the building on such lot (not in front of building) and not within ten (10) feet of any lot line.
i. 
Any access to any street across the public right-of-way shall be paved from the lot line to edge of the street pavement with concrete, at least six (6) inches in depth in residential zones, and at least eight (8) inches in depth in all other zones.
