A. 
The City of Chillicothe adopts the following schedule of fees for building permits, inspections and plan reviews:
1. 
Permit fees required. Permit fees shall be based on the estimated construction cost using the current version of the International Code Council/Building Valuation Date (BVD) using a regional multiplier of 0.84 and a fee multiplier of 0.00235. Construction cost shall include total value of all construction work, including materials and labor, for which the permit is being used, such as gas, mechanical, plumbing equipment, and permanent systems. The Building Official shall make the final determination of value.
The building permit fees are in addition to the other fees and charges by the City.
2. 
Building permit fees. See Subsection (4) of this Section.
Other inspections and fees:
a.
Inspections outside of normal business hours

*Or the total hourly cost to the City, whichever is the greatest. This cost shall include supervision, overhead, equipment, hourly wages and fringe benefits of the employees involved.
**Actual costs include administrative and overhead costs.
The following are exceptions from the above fees:
Exceptions: Building permits for the following structures shall be based on the valuation of on-site work only, with a two hundred fifty dollar ($250.00) investigation fee:
(1)
Manufactured homes containing a Housing and Urban Development (HUD) certification; or
(2)
Modular homes built in compliance with current local building codes.
3. 
Plan review fees.
a. 
When submittal documents are required by the Building Official and plan review is required, a plan review fee shall be paid. Said plan review fee shall be ten percent (10%) of the building permit fee. The plan review fees are separate fees from the permit fees and are in addition to the permit fees.
b. 
A site plan will be required for all new construction projects, including accessory buildings and fences. The site plans shall be drawn to scale and show the following: drawing scale, north arrow, dimensions from property lines and adjacent streets, and dimensions of the proposed construction. The site plan shall be submitted with the building permit application.

New Construction —

Building permit fee = Square footage of building x cost/sf from BVD table x 0.84 x 0.00235.
Remodeling —
Residential fee is $5.00 / $1,000.00 of construction cost. There is a twenty-five dollar ($25.00) minimum fee.
Commercial fee is $6.00 / $1,000.00 of construction cost. There is a fifty dollar ($50.00) minimum fee.

No reduction in fees will be permitted without approval of the City Council.
5. 
Certificate of occupancy. A certificate of occupancy will not be issued until all inspections have been performed and approved and all permit and inspection fees paid. Occupation or use of a building or area prior to receiving a certificate of occupancy is prohibited. Any person or persons occupying or using a building or area prior to receiving a certificate of occupancy shall be guilty of an ordinance violation, and subject to a fine up to five hundred dollars ($500.00), with each day of occupancy to be a separate offense.
6. 
Miscellaneous.
a. 
Payment of fees. A permit shall not be issued until the fees prescribed by the City of Chillicothe have been paid.
b. 
Work commencing before permit issuance. If work of which a permit is required by the Code has been commenced without first obtaining a permit, a special investigation shall be made before a permit may be issued for the work. An investigation fee shall be collected and is in addition to the required permit fee, and will be equal to the permit fee.
c. 
Fee refunds. The Building Official may authorize refunding of any fees paid hereunder which was erroneously paid or collected.
The Building Official may authorize refunding of not more than eighty percent (80%) of the permit fee or plan review fee paid when no work has been done under a permit issued.
The Building Official shall not authorize refunding of any fee paid except on written application filed by the original permittee. No refund will be authorized if the permit expires.
d. 
Re-inspections. A re-inspection fee may be assessed for each inspection or re-inspection when such portion of work for which inspection is called for is not complete when corrections called for are not made.
In instances where re-inspections fees have been assessed, no additional inspections of the work will be performed until the required fees have been paid.
e. 
Expiration. All permits shall expire after one hundred eighty (180) days from the date of the permit, unless specifically noted on the permit by the Building Official. If a permit expires, a new permit shall be obtained, and the fee therefore shall be one-half (½) the amount required for a new permit for such work, excluding plan review fee, and provided no changes have been made or will be made in the original plans and specifications for such work.
The Building Official may grant, in writing, one (1) or more extensions of time for periods not more than one hundred eighty (180) days each. The extension shall be requested in writing and justifiable cause demonstrated.
f. 
Expiration of plan review. Applications for which no permit is issued within one hundred eighty (180) days following the date of application shall expire by limitation, and plans and other data submitted for review may thereafter be returned to the applicant or destroyed by the Building Official. In order to renew action on an application after expiration, the applicant shall resubmit plans and pay a new plan review fee. In the event of a hardship and at the discretion of the Building Official a new plan review fee may be waived.
g. 
Chillicothe Municipal Utilities (CMU) utility connections.
CMU shall be contacted for connection and inspection of the following:
Electric — Distribution system to and including the meter base.
Sanitary Sewer — Connection to sewer main and service line to within five (5) feet of the building to be served.
Water — Distribution system to and including the water meter.
CMU has separate fees for these connections and inspections.
