There shall be a Department of Administration, the head of which shall be the City Business Administrator.
A. 
Within the Department of Administration and under the direction and supervision of the Business Administrator, Assistant Business Administrator and their designees, there shall be the following divisions:
(1) 
Bureau of Purchasing.
(2) 
Bureau of Personnel.

Bureau of Commerce.

B. 
Under the direction of the Business Administrator or Assistant Business Administrator, the Department of Administration shall:
(1) 
Supervise, oversee and coordinate the activities of the various departments, divisions, offices and bureaus within City government.
(2) 
Supervise and oversee the preparation of the annual municipal budget, as set forth in the statutes of the State of New Jersey, and monitor the budget of each department and office within this City.
(3) 
Be empowered and mandated to oversee and administer any and all municipal insurance programs, including any health, medical or dental programs operated by the City itself or contracted for with any insurance company.
(4) 
Be empowered and directed to secure appropriate public liability insurance in amounts which shall preserve and maintain the financial integrity of the City of Camden and protect the City from suits, claims and judgments arising out of any legal cause of action for damage to personal property, real property or other claim or any choice in action. Furthermore, this Department shall be responsible to oversee and administer the workers' compensation insurance program of the City of Camden, whether the City of Camden is self-insured or said benefits are contracted with an insurance carrier.

There is hereby established a Bureau of Fleet Maintenance within the Department of Administration. Said Bureau shall provide procedures for the operation, repair and management of the various motor vehicles and mechanical equipment assigned to the various departments of the City of Camden.
