No person owning or using a gasoline tank shall, either temporarily
or permanently, abandon such tank until he shall, so far as practicable,
remove from such tank, by pump, all remaining gasoline and then fill
the tank to its capacity with an inert solid, as provided by the New
Jersey Uniform Fire Code or the American Insurance Association Fire
Prevention Code, whichever shall apply.
After filling the tank with the required inert solid and after
each periodic inspection, the fill cap and any other opening cover,
except the vent, shall be locked or screwed down tightly. Any valve
in the pipe between the tank and the pump shall be closed or such
piping shall be disconnected from the pump.
Within 24 hours before the temporary or permanent abandonment
of use of a gasoline tank, the owner or user thereof shall give written
notice of such abandonment to the Fire Marshal as head of the Bureau
of Fire Prevention and Firesafety Inspection within the Division of
Fire in the Department of Administration and Finance. The notice shall
contain a description of the tank and shall set forth its capacity
and location.

Unless otherwise provided in the chapter, penalties against persons violating the provisions of this chapter shall be imposed in accordance with the provisions of § 1-15.
