As used in this chapter, the following terms shall have the
meanings indicated:
Any location, place or space used for the sale, purchase,
distribution, disposal, exchange, display or storage of tires.
A person who keeps, maintains or operates a used tire business
in the City.
It shall be unlawful for any person to engage in the used tire business without first obtaining a license and paying the fee to do the same from the City of Camden for such license, both as provided in Chapter 485, Licenses and Business Regulations.
In addition to the general provisions of this chapter, no license
or renewal thereof shall be granted under this chapter:

If the applicant has violated the provisions of this chapter twice
previously.
C.Â
If there is a reason to believe that the granting of the license
and the operation and conduct of the proposed licensed business will
result in violations of the New Jersey Uniform Construction Code,
New Jersey Uniform Fire Code or any other ordinances of the City of
Camden.
D.Â
If a used tire merchant accepts tires from any person without maintaining
records of such transaction, as required by this chapter.
A.Â
Every used tire merchant under this chapter shall provide and keep
a written log, which shall contain the following information and which
shall be recorded at the time of each transaction:

Every used tire merchant under this chapter shall keep a record of
the number of tires disposed of and the location of the disposal.
C.Â
Said records shall be maintained by the used tire merchant and shall
be available for inspection by inspectors of the City of Camden.
Inspections are to be conducted at least twice per year, plus
such additional times as the City may deem appropriate.

Unless otherwise provided in the chapter, penalties against persons violating the provisions of this chapter shall be imposed in accordance with the provisions of § 1-15.
