It shall be the duty of the Director
of Public Works or their designee to superintend the opening, grading
and repairing of streets and alleys of the City, and to make contracts
and disburse money under the direction of the City Council.

It shall be the duty of the Director
of Public Works or their designee to see that the sidewalks and crossings,
particularly those in the business portions of the City, are kept
free from obstruction and in good repair.
